BackgroundThe Chief Electoral Officer of Canada (CEOC), an agent of Parliament, exercises general direction and supervision over the conduct of elections and referendums at the federal level. The CEOC heads the Office of the Chief Electoral Officer, commonly known as Elections Canada.The preparation for the 45th GE and the new Digital Enterprise 2028 are two major priorities at EC that will generate high volume of staffing actions. These two priorities are in addition to the day-to-day business that the Staffing Unit must deliver. Presently, the Staffing Unit is under resourced to meet all these staffing pressures and is seeking external services of senior level staffing consultants to ensure business continuity of the staffing program (operational) as well as coping with the increase in staffing actions resulting from these major priorities. The risk of not delivering required staffing actions, will delay priorities’ deliverables and jeopardise EC meeting its mandate.RequirementEC requires the professional services of up to three (3) Senior Staffing Consultants to support staffing teams in the delivery of services to clients and to ensure business continuity of staffing operations so that regular staffing, and recruitment for elections readiness and for organizational initiatives are initiated and completed in a timely manner.IncumbentThe work is currently being performed by Altis Human Resources (Ottawa) Inc. under contract (value $907,411.45).SecurityMinimum corporate security required: DOS - ReliabilityMinimum resource security required: Reliability statusPeriod of the ContractThe Contract period will be from the Effective Date of the Contract for one (1) year (the “Initial Term”).The Contractor will grant to Elections Canada irrevocable options to extend the period of the Contract by 2 additional periods of 12 months each under the same terms and conditions.Submission of ProposalsThis RFP allows bidders to use the epost Connect service provided by Canada Post Corporation to transmit their proposals electronically.
