NOTICE OF PROPOSED PROCUREMENT
Description of Requirement:
The Canada Border Services Agency (CBSA) requires Program Evaluation professionals to conduct several parts of program evaluations and consulting engagements in support of the Agency’s Internal Audit and Program Evaluation Directorate (IAPED).
The consultants will work with the Program Evaluation Division (PED) of CBSA, to deliver on a range of specific program evaluations and directed consulting engagements. IAPED may request a complete team, a partial team, or a single evaluation services consultant to complete evaluation activities and projects in support of CBSA’s program evaluation priorities.
The Agency requires two (2) to three (3) contractors with leading expertise in senior, intermediate and beginner level evaluation services to achieve their required results.

Proposed Period of Contract:
The services of the Evaluation Consultant would be from Contract Award to March 31, 2019, with an option to extend the resulting Contract for two (2) additional twelve (12) months option period at the sole discretion of the CBSA.
Applicable Trade Agreements:
The solicitation is subject to the North American Free Trade Agreement (NAFTA), the World Trade Organization - Agreement on Government Procurement (WTO-AGP), the Agreement on Internal Trade (AIT), the Canada-Chile Free Trade Agreement (CCFTA), the Canadian-Peru Free Trade Agreement (CPFTA) and the Canada-Columbia Free Trade Agreement (CCoFTA).
Basis of Selection:
Highest Combined Rating of Technical Merit 60 % and Price 40 %
To be declared responsive, a bid must:
comply with all the requirements of the bid solicitation;
meet all the mandatory evaluation criteria;
meet the minimum mandatory requirements of the Flexible Grid; and
obtain the required minimum number of points (105 points) specified in Appendix A for the point rated technical criteria.Bids not meeting (a) or (b) or (c) or (d) will be declared non-responsive. Neither the responsive bid obtaining the highest number of points nor the one with the lowest evaluated price will necessarily be accepted.
