The purpose of this contract is to provide an internationally recognized Canadian expert to draft the official Ministerial Declaration to be signed at the 3rd Joint Ministerial Conference by the 45 member States of the Paris and Tokyo MOUs on PSC. Canada is a member of both MOUs. The drafting will be undertaken in conjunction with experts from the Paris and Tokyo MOU member States, and along with Transport Canada’s Canada Marine Safety and Security Directorate, in particular the Executive Director, Navigation Safety and Environmental Programs.
