SOLICITATION AMENDMENT 1
This request for proposal amendment is to change the following:

Solicitation period extended: Solicitation closing date changed
from October 30, 2012 to November 1, 2012.
REQUIREMENT
To carry out the design, construction, test, trial and delivery
of one (1) 6.0 - 6.5 M AluminumWork Boat. Vessel will utilize 90
hp outboard motors supplied by the client department.
Mission Statement:
Transport Canada buys, manages and operates numerous small craft
in support of its departmental programs and other missions. The
requirement is for the provision of an open 6.0 to 6.5 meter
Fiberglass Reinforced Plastic (FRP) or Aluminum Rigid Inflatable
Boat (RIB) for Transport Canada that is aesthetically appealing,
practically functional and comfortable to operate. The vessel
will deployed for harbour patrol duties in Victoria B.C.
Utilization:
Open launches in different configurations built on similar
hulls, are used by the Client Department operating independently
to carry out various program-related activities from shore-based
facilities. This requirement is for ISO classification for 'C'
service. The vessel will be deployed to various functions and
will be configured to meet the duty function of the vessel. This
vessel will be used to conduct habour patrols relatively calm of
sea states. The vessel is to have an open arrangement with
jockey seating for two. It must have all weather capability in
Beaufort force 4. It is desirable that this vessel has a
high-speed capability of at least 35 knots. This craft will be
primarily moored at a shore facility dock and does not require a
trailer.
DELIVERY
Delivery of these vessels, to their various destinations must
be 19 weeks after receiption of order.
PHYSICAL CHARACTERISTICS OF THE VESSEL
1. Hull may be fabricated from Aluminum or FRP
2. Length (hull) must be approx. 6.0-6.5 meters
3. Breadth (collar inflated) 2.5-3.0 meters
4. Normal load conditions
a) Crew of 2 200 kg
b) Fuel 300 litres
c) Equipment and supplies 500 kg
5. Equipped with jockey seating and a arch to fit various
accessories
REQUIRED OPERATIONAL PERFORMANCE
1. Unless otherwise stated, performance must be for conditions
of zero sea state and no wind, in fresh water with Normal Load
and complement. The craft must be designed and constructed for
ease of maintenance and repair, long life, and to be easily
supportable by local commercial facilities and suppliers. The
craft is expected to have a service life of at least 10 years,
with an expected usage of between 250 and 500 hours per year.
2. Minimum top desired speed of 35 knots in Normal Load
condition.
MANDATORY CONSTRUCTION STANDARDS
1. Transport Canada Marine Safety Regulation TP 1332
"Construction Standards for Small Vessels", which incorporate
references to ABYC standards for equipment such as fuel tanks
and fuel systems, as well as tank space ventilation, and ISO
standards for stability, loading capacity, etc. as delegated to
ISO 12217-1.

INSPECTION/QUALITY ASSURANCE/QUALITY CONTROL
1. The Contractor must prepare an Inspection and Test Plan (ITP)
for this project.
2. The Contractor must conduct inspections in accordance with
the ITP and provide sufficient notice to allow the Inspection
Authority the opportunity to witness inspections.
3. The Contractor on the inspection record, test or trials
sheets as applicable must record the results of each inspection.
The Contractor must maintain files of completed inspection
records.
The entire Inspection process is outlined in Annex D of the
Request for Proposal.
TRADE AGREEMENTS
This Purchase is being made under GSIN N1940G, and therefore
subject to the Agreement on Internal Trade and the North
American Free Trade Agreement (NAFTA).
