1.0 Background
Acting as an independent, quasi-judicial tribunal and court of record, the Commission consists of up to seven members who are appointed by the Governor in Council under the authority of the Nuclear Safety and Control Act. One member is designated as President of the Commission and Chief Executive Officer of the CNSC.
The Commission uses public hearings to get the information it needs to make decisions on the licensing of major nuclear facilities. At these hearings, interested parties and members of the public can be heard before the Commission.
In addition, public meetings are used to brief Commission members about significant developments that affect the nuclear regulatory process. At these meetings, members are also sometimes asked to make decisions or deal with administrative issues. The public is invited to observe, but does not usually participate.
Based on feedback from the CNSC president and vice presidents, a significant number of CNSC employees need training and/or coaching to learn how to effectively present facts and recommendations and to respond to questions at Commission proceedings.
2.0 Objectives
To deliver training and coaching to CNSC staff to help them learn how to effectively present facts and recommendations and to respond to questions at Commission proceedings.
3.0 Scope of Work
Group Training
Working with the CNSC to use and modify, as agreed by the CNSC, existing in-house course materials, the contractor will facilitate learner-focused, participative training sessions for employees who are required to present and/or respond to questions at Commission proceedings.
As a result of this training, learners will be able to do whichever of the following are relevant to them:
1-Identify what they can do to improve their Powerpoint slides and speaking notes for the Commission.
2-Identify what they can do to improve their communication skills when presenting and responding to questions at Commission proceedings.
3-Identify what they can do to improve the content of their responses to questions at Commission proceedings.
Identify and draft the Commission proceeding strategy for handling questions and answers among CNSC staff.
During this training, the contractor will videotape learners as they practice presenting and/or responding to questions and then will facilitate a conversation that results in specific and constructive feedback on their skills.
CNSC will provide training facilities, printed materials and video recording equipment.
One-on-One Coaching
Individuals may request a two-hour one-on-one coaching session instead of attending group training. Learners will discuss their individual needs with the coach before their session.
CNSC will provide training facilities, printed materials and video recording equipment.
4.0 Tasks to be Performed
The contractor will:
consult with the CNSC project lead and other CNSC employees and observe CNSC Commission proceedings, in person and/or via webcast, in order to understand the context and requirements so that the training and coaching will meet the expectations of the CNSC.
facilitate learner-focused, participative group training, where the learners are active approximately 75% of the time, at the CNSC headquarters in Ottawa.
deliver two-hour one-on-one coaching sessions at the CNSC headquarters in Ottawa, as required.
facilitate one to six four-hour training sessions each month at the CNSC headquarters in Ottawa, as needed. There may be some months when no training sessions are needed.
propose improvements to the CNSC training.
effectively and comfortably follow the facilitator’s manual that has been designed by the CNSC, that requires learners to be active throughout the sessions and that minimizes lecture time (with no PowerPoint slides).
demonstrate flexibility with instructional methods and content to adjust to the skill level and needs of the learners. Also demonstrate flexibility in timing due to the availability of CNSC management to give opening remarks and to attend as acting Commission members. This means being able to adapt the facilitator’s manual with little or no advance notice.
arrive at least half an hour before each session.
distribute and collect CNSC feedback forms from learners at the end of each training or coaching session and submit them to the CNSC.
Technical documentation produced by the contractor in the performance of the work under the contract shall vest in and remain the property of the CNSC.
