1.0 Introduction
The Canadian Nuclear Safety Commission (CNSC) has a requirement to receive Pressure Tube Integrity Assessment training in order to develop and increase knowledge and skills of CNSC’s licensing and technical staff in the domain of pressure tube integrity assessments for CANDU reactors. The purpose of this advance contract award notice (ACAN) is to signal the CNSC’s intention to award a contract for these services to:
Kinectrics Inc.
800 Kipling Avenue, Unit 2
Toronto, ON
M8Z 5G5
Before awarding a contract, however, the CNSC would like to provide other suppliers with the opportunity to demonstrate that they are capable of satisfying the requirements set out in this ACAN, by submitting a statement of capabilities within the posting period for this ACAN, which is 15 calendar days.
If, during the posting period, other potential suppliers submit a statement of capabilities that meets the requirements set out in this ACAN, the CNSC may proceed to a full tendering process via the Government Electronic Tendering Service or by inviting bids directly from suppliers.
If no other supplier submits, on or before the closing date, a statement of capabilities meeting the requirements set out in the ACAN, a contract will be awarded to the above-noted supplier.
2.0 Background
The Canadian Nuclear Safety Commission (CNSC) regulates the use of nuclear energy and materials to protect health, safety, security and the environment, and to implement Canada's international commitments on the peaceful use of nuclear energy; and to disseminate objective scientific, technical and regulatory information to the public.
Select staff from the Directorate of Power Reactor Regulation and the Operational Engineering Assessment Division have identified the need for training in the domain of CANDU Pressure Tube integrity assessments. This need stems from the recognition that select Regulatory Program Officers and Technical Specialists would benefit from training to inform and re-enforce knowledge in CANDU fuel channels, with emphasis on operating experience, design, degradation mechanisms, and the application of assessments intended to demonstrate fitness for service and compliance with licensing requirements.
3.0 Objectives
The purpose of the Pressure Tube Integrity Assessment training is to develop and increase knowledge and skills of CNSC’s licensing and technical staff in the domain of pressure tube integrity assessments for CANDU reactors.
4.0 Scope of Work
Two Kinectrics instructors, David Graham and Paula Mosbrucker, are to prepare for and deliver the Pressure Tube Integrity Assessment course over a period of 6 working days, with the course split into two separate weeks. The course shall include topics such as operating experience, design details, operating conditions, degradation mechanisms (deformation, flaws, flaw assessments, corrosion and deuterium ingress, material properties, spacers), and the application of assessments intended to demonstrate fitness for service and compliance with licensing requirements.
5.0 Tasks to be Performed
5.1 Tasks to be performed by the vendor:
Advise the Project Authority of any logistic requirements 10 working days in advance of the training course (i.e. the need for computers and internet connection).
Provide course material electronically to the CNSC Project Authority one week in advance of the training course.
Deliver a 5-day Pressure Tube Integrity Assessment course at the CNSC head office in Ottawa.
Distribute CNSC course evaluations at the end of the training.
Administer an exam at the end of the course.
Mark participant exams, and provide the participant grades, within 5 working days following the course delivery.
Deliver a 1-day Flaw Assessment training at the CNSC head office in Ottawa.
5.2 Tasks to be performed by the CNSC Project Authority:
Provide a training room.
Provide computers for participants (as deemed necessary by the vendor).
Forward the course material electronically to CNSC participants.
6.0 Deliverables
6.1 Submit all soft copies of all training materials used for the CANDU Pressure Tube integrity assessments course one week in advance of course delivery.
6.2 Deliver the Pressure Tube Integrity Assessment course in Ottawa in December 2016 (exact date to be determined).
6.3 Deliver the Flaw Assessment training by December 2016 (exact date to be determined).
6.4 Mark participant exams, and provide the participant grades, within 5 days following the course delivery.
The estimated value of the contract is $40,000.00. Applicable taxes are extra. Travel cost included.
7.0 Minimum Mandatory Requirements
Any interested supplier must demonstrate by way of a statement of capabilities that it meets the following requirements:
Minimum of 20 years of experience performing pressure tube fitness for service assessments and/or developing methodologies to perform pressure tube fitness for service assessments,
Experience preparing and delivering a technical training course
Knowledge of Canadian nuclear industry pressure tube operating history
Knowledge of Canadian Standards Associations N285.4-09 and N285.8-15 nuclear standards,
Professional Engineer
8.0 Justification for the Pre-selected Supplier
Kinectrics offers a unique capability, whereby this vendor is the only known training provider with expertise in CANDU pressure tubes and offers an on-site training package. Therefore, minimal preparation time is needed to have this course delivered and participant travel costs are nil.
The two instructors are knowledgeable in this field. To underscore this point, one of the instructors is chair of the CSA Standards N285.8 (Technical requirements for in-service evaluation of zirconium alloy pressure tubes in CANDU reactors) technical sub-committee.
9.0 Intellectual Property
No intellectual property is expected to be generated as a result of this contract.
