Nature of Requirements:
The Parks Canada Agency (PCA) has a requirement for the supply
of an existing floating, multipurpose work camp for use in Gwaii
Haanas National Park Reserve, National Marine Conservation Area
Reserve and Haida Heritage Site (Gwaii Haanas) in support of
departmental programs.

The purpose of this Advance Contract Award Notice (ACAN) is to
signal the government's intention to award a contract for these
goods to

Before awarding a contract, however, the government would like
to provide other suppliers with the opportunity to demonstrate
that they are capable of satisfying the requirements set out in
this Notice, by submitting a statement of capabilities during
the 15 calendar day posting period.

If other potential suppliers submit a statement of capabilities
during the 15 calendar day posting period that meet the
requirements set out in the ACAN, the government will proceed to
a full tendering process on either the government's electronic
tendering service or through traditional means, in order to
award the contract.

If no other supplier submits, on or before the closing date, a
statement of capabilities meeting the requirements set out in
the ACAN, a contract will be awarded to the preselected supplier.

Background:

PCA has a requirement for the supply of a floating work camp
that will provide multiple units from which teams will carry out
departmental programs in Gwaii Haanas National Park Reserve
British Columbia, in accordance with the following statement of
requirements.

Statement of Requirements

General Requirements
1. Multiple Unit Floating Work Camp, new or used
a. Camp to be configured in multiple units to allow for use at
more than one location in different combinations including;
I. Two bunk house barges fitted with accommodation and live
aboard amenities which may be used in separate locations.
ii. One barge fitted as a work shop in support of operations
iii. One general purpose barge

2. Floating structure meets all regulatory requirements.

3. Structure and contents must have a recent (within last 12
months) condition survey including condition of the above and
below water structure, floatation, stability analysis,
inspection of buildings/superstructure, electrical, plumbing,
heating systems, which indicates compliance with all referenced
regulations and a probable life span of greater than 20 years.

The product/system/equipment (as appropriate) is to be delivered
to by February 1 2013.

Any interested supplier must demonstrate by way of a statement
of capabilities that its product/equipment/system (as
appropriate) meets the following requirements:

Minimal Essential Requirements:

1. Camp to be configured in multiple units to allow for use at
more than one location in different combinations.
a. Two bunk house barges fitted with accommodation and live
aboard amenities which may be used in separate locations.
b. One barge fitted as a work shop in support of operations
c. One general purpose barge

2. Barges must be able to be towed by the PCA Vessel Gwaii
Hanaas II which has the following principle particulars.
a. Length 17.5M
b. Breadth 5.2M
c. Power 458HP Diesel Propulsion

3. Accommodation for a minimum of 10 personnel including bunks
and lockers configured into two areas to allow for mixed gender
crew.

4. One accommodation barge to have
a. Full kitchen including fridge, stove, microwave, food
storage, sink and dining area for 10 personnel,
b. Washrooms, minimum two including sink, toilet and shower,
c. Laundry capability including washer and dryer
d. Heating system, including AC heat and Wood Stove ( or
alternate source)
e. Fresh water system hot and cold water, including hot water
pressure tank, black and grey water collection.
f. Rain water collection system with a minimum 1000 gallon
water capacity, with metal roof and gutters
g. AC and DC power and lighting systems including 25kw
generator with approved fuel storage for 200 gallons of fuel,
fire protection system.

5. Workshop barge including,
a. Enclosed structure with at least 350 sqft floor space
b. Work benches,
c. Storage lockers,
d. Lighting fitted IAW Worksafe BC workplace requirements,
e. AC and DC power and lighting systems including 25kw
generator,
f. Clear external landing area for docking vessels, loading and
unloading of stores and equipment.

a. Environmental Issues,
i. Canada National Marine Conservation Areas Act (S.C. 2002, c.
18) states that "14. (1)" No person shall dispose of any
substance in waters within a marine conservation area except as
authorized by provisions of the Canadian Environmental
Protection Act, 1999
ii. Canada Shipping Act, Pollution Prevention Regulations,
Division 4, Subdivision 5 prohibits discharge of untreated
sewage in a distance less than 3 nautical miles from shore.
iii. Fisheries Act prohibits depositing of deleterious
substances into the waters frequented by fish or into any place
where the deleterious substance may enter such waters.
iv. A Field Guide to Fuel Handling, Transportation & Storage, BC
Ministry of Water, Land and Air Protection 2002 guides the use
and storage of fuel on floating structures. Section 5 - MARINE
FACILITIES - foreshore facilities, docks, floating structures,
barges and boats talks to the design and operations of fuel
handing.

Justification for the Preselected Supplier
The aforementioned statement of requirements describes a
floating work camp currently being leased by PCA from New
Pacifica Marine Ltd and used to carry out program work in areas
of PCA's responsibility. The work camp is located on Gwaii
Haanas and configured to meet the unique requirement to be able
to split the camp to work in multiple locations. The program
relative to this requirement will continue in the long term and
therefore the purchase will provide the best value to Canada. An
extensive survey of available floating structures was undertaken
by a consultant and no other options were found to be available
on the west coast of Canada. The cost and requirement for
delivery by February 1st 2013 precludes the fabrication of new
barges.

Suppliers who consider themselves fully qualified and available
to meet the specified requirements may submit a statement of
capabilities in writing to the Contracting Authority identified
in this Notice on or before the closing date of this Notice. The
statement of capabilities must clearly demonstrate how the
supplier meets the advertised requirements.

Sourcing Strategy
The equipment GSIN number is N1935A Barges Special Purpose. The
sourcing strategy related to this procurement is subject to the
Agreement on Internal Trade (AIT) only.

Limited tendering reasons:
1) Government Contract Regulations article 6, D)
2) Applicable Limited Tendering Provision under AIT (Article
506.12) article 506.12(a)
3) This procurement is exempt from NAFTA [see Chapter 10, Annex
1001.2b, paragraph 1 (a)] and from the WTO-AGP (see Annex 4)

You are hereby notified that the government intends to negotiate
with one firm only as identified above. Should you have any
questions concerning this requirement, contact the contracting
officer identified above.

An Advance Contract Award Notice (ACAN) allows departments and
agencies to post a notice, for no less than fifteen (15)
calendar days, indicating to the supplier community that it
intends to award a good, service or construction contract to a
pre-identified contractor. If no other supplier submits, on or
before the closing date, a Statement of Capabilities that meets
the requirements set out in the ACAN, the contracting authority
may then proceed with the award. However, should a Statement of
Capabilities be found to meet the requirements set out in the
ACAN, then the contracting authority will proceed to a full
tendering process.

Suppliers who consider themselves fully qualified and available
to provide the services/goods described herein, may submit a
statement of capabilities in writing to the contact person
identified in this Notice on or before the closing date of this
Notice. The statement of capabilities must clearly demonstrate
how the supplier meets the advertised requirements.

The PWGSC file number, the contracting officer's name and the
closing date of the ACAN must appear on the outside of the
envelope in block letters or, in the case of a facsimile
transmission, on the covering page.

The Crown retains the right to negotiate with suppliers on any
procurement.
