ADVANCE NOTICE TO INDUSTRY - PRE-TENDER OPTIONAL SITE VISIT
Prior to posting the Request for Proposal (RFP), PWGSC and
Aboriginal Affairs and Northern
Development Canada (AANDC) is conducting an optional potential
bidders site visit for qualified firms
who are interested in submitting a proposal for the remediation
work at the former FOX-D Kivitoo DEW
Line Site . It is anticipated that the RFP documents will be
available for download on Buy & Sell by
approximately October 2015. In order to meet the operational
project requirements, advance notice of this
opportunity is being advertised for Industry to make the
necessary arrangements and preparations for the
optional Bidders Site Visit on August 14, 2015, and the Crown to
secure the required air services.
1. REQUIREMENT:
PWGSC on behalf of AANDC and has a requirement for the
remediation of the former FOX-D Kivitoo
DEW Line Site.
2. BACKGROUND:
a. FOX-D (Kivitoo) was an Intermediate Distant Early Warning
(DEW) Line Site constructed in 1957 and operated until October
1963. The site is located on the Davis Strait. The site is
located 50 km to the west of the nearest community,
Qikiqtarjuaq, Nunavut, at approximately 67° 57' 01" N latitude
and 64° 55' 04" W longitude.
b. The Upper Site is located 450 m above sea level. Shortly
before the site closed in 1963, a fire completely destroyed the
main building train. Charred remains are still present at the
site. To the northeast of these remains, two imprints of what
were believed to be temporary accommodations are visible.
Currently, all that remains at the Upper Site are pieces of a
toppled tower, two POL tanks, a small transfer tank sledge,
burned remains of the building train, garage and warehouse
foundations, two dumpsites and a sewage outfall area.
c. The Lower Site is located on a coastal plain to the south of
the upper site. Currently, the foundation of the two POL tanks,
the remnants of the airstrip, and one small shed are all that
remain. The Upper Site to the Lower Site is connected by a 4 km
access road.
d. Access to the site is by fixed wing aircraft, helicopter, and
sealift. An assessment of site access was conducted in 2013.
i. The existing airstrip is located at the Lower Site. It was
assessed as being in good condition with overall fill
thicknesses ranging from 1.2 m to 1.5 m. The airstrip is 950 m
long and approximately 48 m wide with an overall grade of
approximately 3% towards Davis Strait.
ii. The existing barge area is in good condition and appears to
be a suitable area to land a sealift and/or barge. It is
connected to the main access road by a 300 m± long road.
iii. An existing 6.5 km access road connects the existing
airstrip with the Lower and Upper Sites. The road varies in
width from less than 5 m to greater that 6 m and has existing
grades of 0% to greater than 15%. The existing condition of the
road varies and will require upgrading in order to facilitate
remediation works.
e. The site is a remote northern location. As such, hazards may
include (but are not limited to) the presence of: Physical
hazards of dilapidated structures, Wildlife, Extreme cold and
remote site conditions, Hazardous materials including
polychlorinated biphenyls (PCBs), lead paint, batteries, and
asbestos, Contaminated soils, Steep slopes and rugged terrain,
Scattered debris including nails, metal and broken glass,
Inclement weather, and Lack of facilities.
f. Remedial activities will include PHC soil treatment,
Excavation and offsite disposal of contaminated soils,
excavation and off-site disposal of hazardous and non-hazardous
waste, and barrel clean-up.
3. OPTIONAL SITE VISIT:
It is optional that the Bidder or a representative of the Bidder
visit the Fox-D Kivitoo site. Arrangements have been made for
site visit to be held on August 14th, 2015 leaving from Iqaluit
Airport at 9 AM. Bidders must communicate with the Contracting
Authority no later than 2:00 P.M. CDT, August 5, 2015, before
the scheduled visit to confirm attendance and provide the name
of the person who will attend. E-mail:
T••••••••@••••••••.••.ca. Phone: (204) 230-4558. Bidders
will be required to sign an attendance form. Bidders who do not
attend or send a representative will not be given an alternative
appointment. Any clarifications or changes to the bid
solicitation resulting from the site visit will be included as
an amendment to the bid solicitation. Bidders or their
representative will be responsible for making their way to
Iqaluit. PWGSC will provide air transportation for the Bidder or
their representative [one (1) person only] to the FOX-D Kivitoo
site. Due to limited seating on the aircraft, attendance is
limited to one bidder or their representative. All travel &
living costs associated with travel to Iqaluit for the purpose
of attending the optional site visit will be borne by the Bidder
or their representative. For more information on this project
please download the documents from Buy & Sell when they become
available. This PWGSC office provides procurement services to
the public in English.

to one (1) representative for the site visit.
b. Attire - It is mandatory that all persons attending the site
visit have the proper safety boots, hard hats, high visibility
