Nature of requirement:
The Department of Foreign Affairs, Trade and Development (DFATD)
is responsible for the shipments of Diplomatic Mail from Canada
to Canada's Missions abroad. To support these shipments, DFATD
requires Air Freight Services for the movement of approximately
400,000 kilograms of outgoing diplomatic mail annually to
Canada's missions abroad and for the movement of approximately
100,000kilograms of incoming diplomatic mail from Canada's
Missions abroad to Canada
The purpose of this Request for Standing Offer is to select an
Offeror to provide air freight and related services of
Diplomatic mail shipments for a period from August 1, 2015 to
July 31, 2017 with the right to request three (3) additional
periods of one (1) year each.
Diplomatic shipments will be sent from Ottawa MacDonald Cartier
International airport to numerous airport destinations within
the following geographic regions:
Asia/Australia,
Europe/Middle East,
Africa,
Americans/North and South
Pick up of Diplomatic shipments received at the following
airports: Ottawa (MacDonald-Cartier), Montreal (Dorval-Trudeau),
and Toronto (Pearson), is also required for delivery at DFATD
offices in Ottawa on a daily basis.
It is the intent to issue up to three (3) Standing Offers
Financial Security Deposits/ Irrevocable Standby Letter of Credit
If PWGSC notifies the Offeror that it has been issued a Standing
Offer, the Offeror shall, at its sole expense, provide financial
security to the Crown within seven (7) calendar days from such
notification, in the form of an irrevocable standby letter of
credit in the amount of $200,000.00 Canadian dollars
"This document contains a Security Requirement, which the bidder
must meet ON Bid Close."
The Contractor/Offeror must, at all times during the performance
of the Contract/Standing Offer, hold a valid Designated
Organization Screening (DOS), issued by the Canadian Industrial
Security Directorate (CISD), Public Works and Government
Services Canada (PWGSC).
The Contractor/Offeror personnel requiring access to sensitive
work site(s) must EACH hold a valid RELIABILITY STATUS, granted
or approved by CISD/PWGSC.
Until the security screening of the Contractor personnel
required by this Contract has been completed satisfactorily by
the CISD, PWGSC, the Contractor personnel MAY NOT ENTER sites
without an escort.
Subcontracts which contain security requirements are NOT to be
awarded without the prior written permission of CISD/PWGSC.
Offerors must make sure that they fulfill all the mandatory
technical criteria to be considered. Failure to do so will cause
their Offer to be non-responsive.
