40GHz FAST FREQUENCY SWITCHING SIGNAL GENERATOR

An Advance Contract Award Notice (ACAN) allows departments and agencies to post a notice, for no less than fifteen (15) calendar days, indicating to the supplier community that it intends to award a good, service or construction contract to a pre-identified contractor. If no other supplier submits, on or before the closing date, a Statement of Capabilities that meets the requirements set out in the ACAN, the contracting authority may then proceed with the award.

Requirement
The Defence Research & Development Canada (DRDC) has a requirement to award a contract to Keysight Technologies Canada Inc. for the supply and delivery of one (1) 40GHz Fast Frequency Switching Signal Generator. This signalgenerator will be used to support DRDC’s research group.
GSIN: N6625.

Technical Requirements
The signal generator must comply with the following technical requirements:

Frequency
1. Frequency range: 10MHz or less to 40GHz or higher;
2. Frequency resolution: 10kHz or less;
3. Frequency settling time: 333µs or less from external trigger for frequency changes within a list and located anywhere within the 2-40GHz frequency band;
Power/Amplitude
4. Maximum nominal output RF power: 0dBm or greater;
5. Amplitude adjustment range: 50dB or greater;
6. Amplitude settling time: 333µs or less from external trigger for frequencies in the 2-18GHz band;
List mode
7. List mode parameters: Frequency, amplitude, phase, pulse width, and frequency/phasemodulation;
8. Number of frequency points in list: User settable between 1 and 1000 or more;
9. Point and list mode triggering: Free-run (internal), external, bus and manual using front panel key;
10. Trigger inputs: Minimum 2 trigger inputs configurable to initiate the start of either a point or list upon reception of a pulse;
11. Trigger outputs: Minimum 2 configurable trigger outputs. At a minimum, the trigger outputs must be configurable to:
a. Issue a pulse upon beginning of either a point and/or list, and/or,
b. Issue a pulse when the source has stabilized both in frequency, phase and amplitude;
Spectral Purity
12. Absolute SSB phase noise:
a. 100Hz offset: Equal or better than -60dBc/Hz over at least the 2-40GHz frequency range,
b. 1kHz offset: Equal or better than -80dBc/Hz over at least the 2-40GHz frequency range,
c. 10kHz offset: Equal or better than -120dBc/Hz at least at 10GHz;
13. Harmonics: -50dBc or less, measured at maximum power, over at least the 2-40GHz frequency range;
14. Sub-harmonics: -60dBc or less, measured at maximum power, over at least the 2-40GHz frequency range;
Modulation
15. Pulse modulation: Unit must provide pulse modulation with on/off ratio of 60dB or greater over the 2-40GHz frequency range. Rise and fall times must be 20ns or less. Must be capable of pulse width of 100ns or less to 100µs or more;
16. Chirp modulation: Unit must provide linear frequency modulated chirp capability with the following peak-to-peak deviations within the specified frequency bands:
a. Frequency band: 2-8GHz - Peak-to-peak deviation: 200MHz or greater,
b. Frequency band: 8-18GHz - Peak-to-peak deviation: 300MHz or greater,
c. Frequency band: 18-40GHz - Peak-to-peak deviation: 600MHz or greater,
Chirp rate must be user programmable over at least the following range: 200MHz/ms to 60MHz/ns;
17. Phase modulation: Unit must provide binary phase modulation at a rate up 10MHz or more;
18. Phase switching: Coherent and continuous modes available;
19. Phase offset adjustments: 0.5° or less;
General
20. RF output connector type: 2.4mm or 2.9mm, 50Ohm nominal;
