TASK-BASED INFORMATICS PROFESSIONAL SERVICES (TBIPS) REQUIREMENT
ESDC has a requirement for two P.9 - Project Manager - Release
Manager (Level 3). The resources will work with solution teams
to implement project plans, develop release management
strategies, integrated program/project plans, detailed process
and estimates for costs, resources, time, milestones,
dependencies, risks and issues. The objective is to assist the
Departmental Executives to establish and implement common
procedures, standards and controls to ensure smooth and
consistent release management, including managing change and
project tasks.
Employment and Social Development Canada (ESDC) requires the
following resources:

*Bidders may choose to submit proposals for one resource or both
resources, as long as the proposal for each resource is separate.
Note: Similar services were provided through the following
contracts:
1) G9931-120012/006/XN, awarded to Cache Computer Consulting
Corporation on April 24, 2013 for a period of 400 billable days.
The Total Estimated Cost of the Contract is $581,773.50.
2) Task Authorization issued under contract G9931-120007/002/XN,
awarded to S.i. Systems Ltd. on May 27, 2013 for an initial
contract period until March 31, 2015 + 3 option periods of 12
months, 12 months & 6 months respectively. The Total Estimated
Cost of the Contract is $6,271,500.00.
Eligibility to bid
Only TBIPS SA Holders currently holding a TBIPS SA for Tier 2 in
the National Capital Region under the EN578-055605/E series of
SAs are invited to compete.
Number of contracts
It is intended to result in the award of 2 contracts (1 contract
per resource). Each contract will be for an initial contract
period of 240 billable days, plus 2 irrevocable options of 240
billable days each, allowing Canada to extend the term of the
contract.

There is a security requirement associated with this

Canada-Columbia Free Trade Agreement (CColFTA), and the
Canada-Panama Free Trade Agreement (CPanFTA) if it is in force.
Additional information
The TBIPS Supply Arrangement EN578-055605/E is incorporated by
reference and forms part of this bid solicitation, as though
expressly set out in it, subject to any express terms and
conditions contained in this bid solicitation. The capitalized
terms not defined in this bid solicitation have the meaning
given to them in the TBIPS SA.
Any joint venture must be already qualified under the SA
#EN578-055605/E as that joint venture at the time of bid closing
in order to submit a bid.
