The opportunity was cancelled after it was determined that a compliant bid had been received prior to the original closing date, following an initial belief that no submissions had been received via the designated email submission channel.
The cancellation was undertaken for administrative reasons, with the intent of avoiding an unnecessary extension of the posting once the submission was identified. The cancellation was not intended to indicate that the procurement would not proceed, nor was it intended to alter the competitive nature of the opportunity.
Subsequent guidance from Procurement Services clarified that cancellation within APC formally signals that a procurement will not move forward. As a result, the award outcome is being disclosed separately through a Notice of Award, identifying the result of the originally open and competitive process in the interest of transparency and fairness.
