Requirement:
Public Works and Government Services Canada (PWGSC) on behalf of
Environment Canada (EC) Vancouver, BC will negotiate with TSI
Inc., Shoreview MN., USA for the supply and delivery of ONE(1)
only, TSI Scanning Mobility Particle Sizer (SMPS), Model #
3938L88, that will be installed in a mobile monitoring trailer
General:
EC is currently equipping a mobile air monitoring trailer to
study air quality issues within the Pacific Yukon region. The
trailer has a wide variety of instruments to measure particles,
particle composition, and gases.
The study of particles in the atmosphere is important in a
number of ways. Although the total mass of the particle is
important, the particle size and composition are also important.
The size of a particle can determine how deep in the lungs a
particle will penetrate, which may determine the effect of the
particle. In addition, particles can act as cloud condensation
nuclei and the sizes of the particles are important in climate
studies. Studies determining the production of new particles
from gases require the measurement for the size distribution of
particles.
EC requires a detector for its mobile air monitoring trailer
that is capable of determining the size distribution and mass of
fine particles. The Scanning Mobility Particle Sizer (SMPS) is
a combination of A) electrostatic classifier (DMA) and B) a
condensation particle counter (CPC) which when combined can
measure the size distribution and the mass of fine aerosols.
The CPC and DMA will also be used to calibrate an Aerosol
Chemical Speciation Monitor and/or an Aerosol Mass Spectrometer.
This detector will provide important information to atmospheric
chemistry process studies in the region.
SMPS System Requirements
Scanning Mobility Particle Sizer (SMPS), Model # 3938L88
manufacture and supplied by TSI Inc., is the only known SMPS
that meets the following technical mandatory requirements:
1. For compatibility reasons the DMA and CPC must be from the
same company
The SMPS can be purchased as a combined system (1 unit) however
a combination of the CPC and DMA as separate pieces will allow
them to be run individually as well as combined. EC need the
SMPS with 2 separate parts (DMA & CPC) since they can be used
separately in certain applications. The primary application for
separate parts is to calibrate an Aerosol Mass Spectrometer or
an Aerosol Chemical Speciation Monitor, both of which may be
used in the mobile air monitoring trailer. Although the SMPS
needs to be purchased as a separate DMA and CPC the separate
units cannot be purchased from separate companies since they
need to communicate in order to work as an SPMS.
2. The SMPS must utilize water as the condensing medium.
The mobile air monitoring trailer which will house the SMPS also
contains a GCMS/FID to measure volatile organic hydrocarbons
(VOC). Most CPCs condense 100% butanol, a VOC, onto the
particle in order to count it. Since butanol is volatile, a
small leak can contaminate the trailer and outside air which
could lead to contamination of the GCMS/FID with butanol which
would invalidate data from the GCMS/FID. To eliminate the
possibility of contamination by butanol a CPC which utilizes
water as the condensing medium is required.
3. The DMA must have a Nano Mobility Analyzer:
Within the DMA is a Mobility Analyzer. Some studies will
require measurements of very small particles down to ~2 nm so a
separate Nano Mobility Analyzer is required in addition to the
analyzer which measures from ~10 nm to 1000 nm. Therefore the
mobility analyzer should be able to measure both size regions
although not necessarily at the same time.
4. The DMA have a aerosol neutralizer
The DMA requires an aerosol neutralizer in order to accurately
measure the size distribution. There are 2 types of
neutralizers. One type utilizes a soft x-ray to neutralize the
particles and the other utilizes a Kr-85 radioactive
neutralizer. Use of a closed radioactive source within a mobile
lab requires special permission whenever the lab is moved.
Therefore the Kr-85 radioactive neutralizer cannot be used with
this system. Thus the soft-x-ray type of neutralizer is the
only possible aerosol neutralizer currently sold.
5. In addition the SMPS System must meet the following mandatory
specifications:
