Nature of Requirements:
1. TITLE:
REGIONAL INDIVIDUAL STANDING OFFER - RENTAL OF HIGHWAY TRACTORS (WITHOUT OPERATORS)
2. SECURITY:
There is no security requirement associated with the requirement.
3. REQUIREMENT:
The Department of National Defence has a requirement for a Regional Individual Standing Offer (RISO) for the provision of all labour, transportation, materials, tools, equipment and supervision necessary to provide highway tractors without operators on an "as required" rental basis for the Department of National Defence (DND), located in various locations throughout Alberta in accordance with the terms and conditions contained herein. The authorized Call-up locations will include Canadian Forces Base (CFB) Edmonton, Cold Lake, Calgary, Suffield and Wainwright. As the rental units may be driven throughout Canada and into the United States, all rental units must be licensed accordingly.
To qualify a bid will have to consist of no less than 80% of goods and/or services of Canadian origin.
4. EVALUATION AND SELECTION:
Bidders must have the ability to perform the full scope of the work described in Annex "A" - Statement of Work.
An offer must comply with the requirements of the Request for Standing Offers and meet all mandatory technical evaluation criteria to be declared responsive. The responsive offer with the lowest evaluated price will be recommended for issuance of a standing offer.
5. PERIOD OF STANDING OFFER:
It is anticipated that any standing will be effective for a period of two (2) years with the irrevocable option to extend the term of the Standing Offer by up to one (1) additional one (1) year period under the same conditions.
