The Project:
The Government of Canada, through Foreign Affairs and International Trade Canada (DFAIT), is planning to relocate the Consulate General of Canada in Hong Kong from its actual premises located in Central District where we are occupying 5633 rentable square metres, toward a split operation that will comprise two different locations. A portion of our operations (995 m²) will remain in Central District and will be located on the 5th floor of Three Exchange Square, 8 Connaught Place. Remaining portion of the operations (5120 m²) will be moved to Quarry Bay District and will be located on 7th, 8th, 9th and 10th floors of DCH Commercial Center, 25 Westlands Road. At present time, the overall cost of construction for these projects is estimated to be in the range of nine million three hundred thousand dollars Canadian ($9,300,000 CAD) + or - 10%. Scheduled construction start is 5th of August 2013 with a completion date of 3rd of April 2014 or earlier, with an occupancy date of 16th of May 2014. DFAIT has a requirement for the services of a Resident Site Project Administrator (RSPA) not only during the fit-up of the new Consulate General but also during the reinstatement of the existing premises which is scheduled to take place from 20th of May 2014 to July 15th 2014. The RSPA services are required for the period from July 29th, 2013 to July 28th, 2014 with provision for monthly extensions if required.
Scope of Work:
The scope of work consists of providing Resident Site Project Administrator Liaison services during the construction & fit-up of the new Consulate General in Hong Kong, People’s Republic of China (RPC). All documentation and communications between the RSPA and the Department will be produced in English.
The RSPA selected will be responsible for providing the following essential services:
The RSPA shall provide full-time representation on-site to provide daily sites inspections and related reports for all aspects of the Work during all phases of the project, and shall liaise with project stakeholders as appropriate and as required. More than one RSPA may be required to suit the hours of construction. The duration of this contract will be 10 months (from end of July 2013 until end of May 2014) with an option to extend the contract on a monthly basis for up to six months.
RSPA Services may be summarized as follows:
a. Provide all construction supervision services as required by DFAIT and the PMO at the General Consulate of Canada in Hong Kong, RPC.
b. Liaise with Consultants, Contractors, and other Project Stakeholders at the direction of the Departmental Representative;
c. Provide general review field services by determining whether the work is in general conformity with the Construction Documents; record deficiencies, unapproved deviations and progress; and provide written reports of the deficiencies noted and recommendations to correct deficiencies.
d. Monitor and report by keeping a daily log; submitting weekly reports; reviewing contractor records weekly and maintain construction contract documentation.
e. Perform periodic site reviews; attend all job-site meetings; and attend tests and inspections and report a summary of the results.
f. In the case of emergencies, where in the opinion of the RSPA, the safety of persons or property may be in jeopardy the RSPA may stop the Work or give orders for remedial Work.
Minimum Essential Requirements
Any interested supplier must demonstrate by way of a statement of capabilities that they meet the following requirements:
a. The RSPA shall have a Government of Canada “Secret” security clearance (or allied equivalent) or above for the duration of this contract.
b. The RSPA must be a valid passport holder, must be able to hold a valid working Visa in Hong Kong if it’s necessary to work in Hong Kong.
Knowledge
c. The RSPA shall be familiar with Canadian Contractual Documents, applicable building codes, fire standards and regulations. He/she shall become familiar with local Contractual Documents, applicable building codes, fire standards and regulations as well as standards for health and safety of construction workers.
Education
d. An RSPA with an Architectural Technologist, Mechanical Engineering Technologist or Civil Engineering Technologist designation or a combination of relevant education and experience abroad will be preferred.
f. Excellent command of written and spoken English.
Experience
g. Proven experience in managing the quality monitoring aspects of construction contracts abroad;
h. Proven experience collaborating with international multi-disciplinary consultant and contractor teams on construction projects, both on-site and formal meetings; and
j. The RSPA must have a minimum of 5 years of recent (within 2005-2013) work experience in the construction field, both on-site and in a project site office/project management diplomatic office setting, including an excellent knowledge of building maintenance management abroad
- Expertise in Scope, Cost, Schedule, and Quality Control;
- Knowledgeable in design details, local construction laws and market practices.

RFP Documents from MERX:
Proponents shall order from MERX the Request for Proposals documents which include the RFP Invitation, sample Consultant Contract and Scope of Work.
Selection Process:
The selection process is a one-stage competitive process wherein Proponents are invited to respond to this RFP and submit information relating to mandatory requirements, technical and fee proposals. The proposals will be evaluated and scored as described within the RFP documents. The fee proposal shall consist of an all-inclusive fixed fee for the period of the project. Should DFAIT elect to proceed with the project, the Proponent with the proposal ranked best value will be invited to enter into a contract with DFAIT for the required services.
In case of discrepancies between this Notice and the Request For Proposals documents, the Request For Proposals documents shall take precedence.
