1. SCOPE
1.1. Objective. The Department of National Defence’s Directorate Soldier Systems Program Management (DSSPM) has a requirement to purchase quantities of Chemical Warfare Protective Operational and Training Coveralls (CWPC) in CADPAT? (TW) Temperate Woodland and CADPAT? (AR) Arid Region. The objective of this Statement of Work (SOW) is to provide the manufacturing and delivery information required to satisfy that requirement.
1.2. Background. Canadian Armed Forces personnel require an individual protective ensemble (IPE) to protect them against the effects of chemical weapons. The IPE consists of a Nuclear Biological Chemical (NBC) protective mask and canister, gloves, over boots and a chemical warfare (CW) protective garment. This SOW focuses on the CWPC protective garment only and will not address the other IPE items.
1.2.1. Intended Use. The purpose of the CWPC is to provide members of the CAF with protection against field concentrations of CW agents that could be encountered in all types of operations and in all climates. The suit provides protection to the levels specified in DSSPM 2-2-80-227
1.2.2. Design Features. The CWPC incorporates the following design features:
1.2.2.1. In comparison to the current in-service coveralls, the design and size range detailed in the SOW are intended to provide wearers with a more comfortable fit that will allow them to operate for longer periods and to carry out required activities with less physically demanding restriction to movement.
1.2.2.2. The CWPC is designed to be worn over undergarments to eliminate heat retention in hot environments. However, sufficient ease is designed into the garment to enable the wearing of combat clothing or fleece under the CWPC in temperate or cool environments. In cold climates additional outer garments such as parkas or rainwear may be worn over the CWPC without reducing its effectiveness.
1.2.2.3. The CWPC is designed to be able to withstand field combat operations over a cumulative period of 168 hours and is able to withstand at least 5 field launderings without loss of CW properties.
