Government of Canada is moving its Government Electronic
Tendering Service from MERX to Buyandsell.gc.ca/tenders on June
1, 2013
Starting June 1, 2013, federal government tenders (tender
notices and bid solicitation documents) will be published and
available free of charge on a Government of Canada Web site on
Buyandsell.gc.ca/tenders.
The Government Electronic Tendering Service on
Buyandsell.gc.ca/tenders will be the sole authoritative source
for Government of Canada tenders that are subject to trade
agreements or subject to departmental policies that require
public advertising of tenders.

After June 1, 2013, all tenders and related documents and

The Supreme Court of Canada (SCC) requires pre-press, printing,
mailing and distribution services related to each issue of the
"Canada Supreme Court Reports". The perfect bound publication
will be produced in English and French, bilingual versions side
by side.
The Contract is in effect from June 3, 2013, to completion of
any volumes started prior to March 31, 2014 inclusively with
four (4) option periods of one (1) year each.
The requirement is subject to the Agreement on Internal Trade
(AIT).
The requirement is limited to Canadian goods and/or services.
Bidders must provide a list of names, or other related
information as needed, pursuant to section 01 of
Standard Instructions 2003 and 2004.
Specifications for Issues
Quantities:
Basic 1,200 copies. Quantities are subject to change through the
duration of the Contract. In the event of
a change in the basic quantity, the prices will be adjusted on a
pro-rata basis as per the Annex B Basis of
Payment.
Number of pages:
Basic 180 pages plus cover. Quantities are subject to change
through the duration of the contract. In the
event of a change in the basic number of pages, the prices will
be adjusted on a pro-rata basis as per
Annex B Basis of Payment.

Basis of Selection
1. To be declared responsive, a bid must:
A) comply with all the requirements of the bid solicitation; and
B) meet all mandatory technical evaluation criteria;
2. Bids not meeting A) or B) will be declared non-responsive.
The responsive bid with the lowest evaluated price will be
recommended for award of a contract.
The mandatory criteria are:

By the Request for Proposal closing date the Bidder must have
obtained certification under any one (1) of the following
environmental programs:
-Environmental Choice Program - EcoLogoM Program CCD-041
(Lithographic Printing Services),
-Forest Stewardship Council (FSC) Chain-of-Custody
Certification(COC),
-Sustainable Forestry Initiative (SFI) Chain-of-Custody
Certification
-Canadian Standards Association Sustainable Forest Management
Standards (CSA/SFMS)
-Program for the Endorsement of Forest Certifications (PEFC),
-ISO 14001
The Bidder must provide a copy of its current certification or
certifications with its bid

The Bidder must demonstrate that he has been contractually bound
with a minimum of one (1) external client (outside of the
Bidder's own company) within the last five (5) years prior to
the closing date of this RFP to provide at least one (1)
previous project of similar scope and nature to this
requirement.
The Contract with a minimum of one (1) external client must be
for printing and finishing of multiple volumes (more than one
[1] requiring consistency between volumes) of a bound
publication and preparation for distribution.
During the evaluation no corporate experience gained through
internal clients will be accepted or reviewed.
To demonstrate this corporate experience the Bidder must provide
all of the following information in a description of the
Contract:
1. The Contract reference information,
2. The Contract date,
3. A description of the printing and finishing requirements of
the publication supplied under the Contract,
4. A description of the number of volumes to demonstrate how it
meets the mandatory criterion as a publication with multiple
volumes.
5. A description of the services it has provided in the
preparation for distribution.

The Crown retains the right to negotiate with suppliers on any
procurement.
