This Notice Amendment is raise to publish questions and answers
regarding this solicitation, also to change the closing date,
and Solicitation Amendment is raise to modify the Annex B Basis
of Payment, to change the name of the Annex C and to add new
Annex E Bid Evaluation Score Sheet.
List of Questions and Answers:
QUESTION: Annex "B" line 6 of each table you are asking for
Additional Parts Required Cost + _____%. This is not
representative because the bidders did not receive all of the
same discount rates. More than the bidder has the best volume
the better is the discount rates. In return, the greater your
savings are. I give you an example: Company 123 has a 12%
discount on a part of $1,000.00 so; the cost will be $880.00.
By applying a cost of 7% agreement, the part will cost you
$941.60. Applying the same formula, Company XYZ has a discount
rate of 5%, and then the part will cost you $1,016.50. On a
bill of $250,000.00, this can make a huge difference. To
overcome this margin of error, it would be better to ask the
price list less a percentage (price list - ____ %) because all
service providers have taken the same price list. The other
option would be aware of the discount rate of each supplier?

rate. For evaluation purposes, the material value for line 6

QUESTION: Annex "B" line 4, of each table you are asking for a
Firm Price for Additional Parts for Service Bulletins. The
document does not specify the applicable Service Bulletins. The
document does not specify the applicable Service Bulletins for
each devise, so I intended to answer same as line 6 by a
percentage?

ANSWER: Annex "B" line 4, Pricing will be change to be Cost +
____ %. For evaluation purposes, the material value for line 4
will be 60K x % identified in your bid. See attached Bid
Evaluation Sheet.

QUESTION: Would PWGSC consider USD instead of CND? As standard
practice with the RCMP, contract currency is in USD?

ANSWER: Yes, for Evaluation purpose the Noon Exchange Rate of
bid close date will be used.

QUESTION: In Paragraph 6.7, please clarify if bidders need to
join a copy of a certificate of conformance and packing slip as
an example at time of bid submission or if it is a misspelling?

ANSWER: No it's not misspelling. To be use only on a Resulting
of Contract.

QUESTION: Regarding the quote estimate, please clarify if
estimates need to include 12 year on Dynamic Components or
excluding inspection on Dynamic Components?

ANSWER: The 12 year Inspection on Dynamic Components are
excluded and will be under additional work, if required.
QUESTION: On pages 21, 22 & 23 line 4 requesting Price for
Additional Parts for Service Bulletins. Can you advise the Mod
Status of each Aircraft indicating the current level of Service
Bulletins as this would help define the scope of work required
to bring up to the latest Service Bulletins.

ANSWER: Service Bulletins will not be required as Firm Price,
it will be change to be Cost + ____ % and for evaluation
evaluation purposes, the material value for line 4 will be 60K x
% identified in your bid. See attached Bid Evaluation Sheet.

QUESTION: On pages 21, 22 & 23 line 6 requests a Cost Plus %
for additional parts. Would you accept ''Current published OEM
Pricing'' as a response?

ANSWER: No, to evaluate all bids equally, we will remain with
the mark up % from Bidders Cost. For evaluation purposes the
material value for line 6 will be 75K x % identified in your
bid. See attached Bid Evaluation Sheet.

QUESTION: Are you referring to all ASB's that are mandatory on
the aircraft?

ANSWER: ASB will specify which SB's need to be incorporated
for each helicopter at the time of requesting the work.

QUESTION: Does the RCMP have a list of "NON mandatory" SB's
that they would like us to install and quote?

ANSWER: ASB will specify which SB's need to be incorporated
for each helicopter at the time of requesting the work.

QUESTION: Can we have a copy of the current SB listing and mod
status of the helicopters in question?

ANSWER: ASB will specify which SB's need to be incorporated
for each helicopter at the time of requesting the work.

QUESTION: Can we have a copy of the component racking of the
ships in question to determine the current times, cycles and if
the Main gearbox and TRGB have already gone through their first
O/H cycle. This will have a big effect on the price to quote for
the 144M?

ANSWER: If any Dynamic Component is due for O/H, it will come
under additional work.

QUESTION: Is it correct that all "DECALS" must be under the
cleat coat. There may be a chemical reaction between the Vinyl
graphics and the chemicals in the clear paint. I believe what
the RCMP is looking for is to have all decals "coated"
separately with a non evasive clear coat?..this is what we have
done in the past for other clients?

ANSWER: We have had several aircraft that have been painted
this way without any problems.

QUESTION: Can you please confirm the painting of the side
registration marks and if the belly 12" registration marks are
required as well as part of the paint quote?

ANSWER: Registration marks are to be applied as per CAR's
requirement under the fuselage and on the side of the
helicopter, and as per current RCMP paint scheme.

Closing Date and Time of Solicitation remain the same as
Amendment 001. 2:00 p.m. On June 16 juin 2015.
All TERMS AND CONDITIONS OF THE NPP AND SOLICITATION REMAIN THE
SAME
The requirement is for Major Inspection on the Royal Canadian
Mounted Police Fleet of Helicopters (currently six (6)
helicopters). Two (2) of Model Airbus EC120 and four (4) of
model Airbus AS350B3 andadditional work as required for the
RCMP. This requirement is for a three (3) years Contract with a
three (3) one (1) year Option. At the time of awarding this
contract, Air Services Branch anticipates no changes in the size
of its fleet. However, a reduction or addition of units may
occur during the period of the contract.

The following are mandatory requirements:
A) The Contractor must be a Transport Canada AMO approved to
perform work on Airbus Helicopters model EC120 and AS350B3. The
Contractor must have sufficient personnel to meet the
requirements of this contract.
B) Contractor must install only new parts which are approved
and listed in the Airbus Helicopter Maintenance Manuals and
Illustrated Parts Catalogs that have been approved by the
Original Equipment Manufacturer (OEM), or the original parts
manufacturer. Other manufactured parts shall only be installed
upon pre approval by the Technical Authority.
C) Inspection or repair must be carried out in accordance with
the latest amended manufacturer's maintenance and overhaul
manuals, airworthiness directives, mandatory service bulletins,
service letters and any other special instructions applicable to
specific components. The Contractor is responsible to have all
these documents on hand and up to date.
D) This Agreement does not provide authorization or funding
for the manufacture, fabrication or purchase of special
equipment and tooling.
E) The work described herein must be inspected in compliance
with the requirements of the Canadian Aviation Regulations
(CAR's) civil aircraft regulations and is subject to
verification by the RCMP.
