The Request for Standing Offer (RFSO) is seeking offers from
Contractors interested in providing installation services for
CORCAN modular furniture and architectural millwork in Zone # 1
and Zone # 2 of the Atlantic Region as detailed herein at Annex
1, Statement of Requirement.
The RFSO will be used to issue up to a maximum of 2 Regional
Individual Standing Offers for each of the two zones in the
Atlantic Region. Suppliers shall provide the services on an
as-and-when-requested basis from date of award to 31 March 2013
with 4 additional one year option periods.
Bidders may submit bids to provide services to Zone # 1 and/or
Zone # 2.
Technical Evaluation - To be considered responsive, a proposal
must:
a) meet all the Mandatory Technical Criteria (refer to Revision
No.1 Annex D); and
b) obtain the required minimum number of points specified in the
Point Rated Technical Criteria (refer to Revision No.1 Annex
D). Point-rated technical criteria not addressed will be
given a score of zero.
Proposals not meeting 1.1 (a) or 1.1 (b) will be given no
further consideration.
c) Installation Demonstration: bidders' personnel shall install
the "ECO: CORCAN system furniture, a frame system using nuts
and bolts.
The installation demonstration shall take place at CORCAN
Regional Headquarters Moncton, NB and Saint Johns,
Newfoundland.
d) Offers for Zone #1 and/or Zone # 2 will be evaluated
separately.
Call-up Procedures
When a requirement is identified, the identified user will
contact the highest-ranked offeror to determine if the
requirement can be satisfied by that offeror.
Standing Offer # 1 will be allocated 90% of the work and;
Standing Offer # 2 will be allocated 10% of the work.
This PWGSC office provides procurement service to the public in
both official languages.

The Crown retains the right to negotiate with suppliers on any
procurement.
