The scope of work for this project is for the installation of a solar energy system at the Canadian Coast Guard Base in Hay River, NWT. The Canadian Coast Guard Base (CCG Base) is located at 42037 MacKenzie Highway in the town of Hay River, Northwest Territories. The legal description of the site is Lots 648, 649, 650, and 621 Group 814 of Plan 710. The site is bounded to the West by MacKenzie Highway and to the North, East, and South by the Hay River. The facility has been in operation since 1962.
The solar energy system is to consist of roof-mounted solar photovoltaic (PV) to offset electric loads to be economically implemented for self-consumption. Panels are to be mounted on the Maintenance Shop, the Heli Shop, and Carpenter Shop which are all connected to the Maintenance Shop power service meter.
It is Fisheries and Oceans Canada's intention to have the construction portion of this project to be performed during the late spring and summer of 2018 to limit potential health and safety issues associated with doing elevated work in winter conditions. Construction will be performed during full operation of the facilities, as a result project phasing must be planned to ensure that disruption to the daily operation of the facilities is kept to a minimum. Due to these constraints it is strongly recommended that potential bidders attend the optional site visit.
To assist with bonding and insurance requirements, this project is estimated at a value between $100,001 and $250,000.
NOTICE - OPTIONAL SITE VISIT
It is recommended that the Bidder or a representative of the Bidder visit the work site. Arrangements have been made for a tour of the work site.
There will be a site visit on March 6th, 2018 at 10 am. Interested bidders are to meet at:

Bidders that elect to base their bids on documents obtained from other sources do so at their own risk. Late submissions will not be considered.
