Nature of Requirements:
Installation of a heating and cooling solar plant

1. Advance Contract Award Notice (ACAN)

An ACAN is a public notice indicating to the supplier community
that a department or agency intends to award a contract for
goods, services or construction to a pre-identified supplier,
thereby allowing other suppliers to signal their interest in
bidding, by submitting a statement of capabilities. If no
supplier submits a statement of capabilities that meets the
requirements set out in the ACAN, on or before the closing date
stated in the ACAN, the contracting officer may then proceed
with the award to the pre-identified supplier.

2. Requirements definition

Natural Resources Canada's CanmetENERGY is the Canadian leader
in clean energy research and technology development. The
CanmetENERGY Varennes Research Centre leads programs in
buildings and communities, renewables, industrial processes and
manages the world-leading RETScreen International Clean Energy
Decision Support Centre. We design and implement clean energy
solutions, and build on knowledge that helps produce and use
energy in ways that are more efficient and sustainable.
Natural Resources Canada has a requirement for the supply and
installation, on the roof of the CanmetENERGY Varennes Research
Centre, of a solar-powered heating and cooling system that shall
integrate ejector-cooling technology developed by CanmetENERGY.
This turnkey project shall include all of the steps in
successfully carrying out the project (engineering,
manufacturing, supplying, installing and commissioning).

Scope of work
a) Install, on the rooftop, a series of solar parabolic troughs

  • System features:
  • Nominal capacity: 60 kW
  • Minimum temperature at the collector outputs: 110 degrees

Celsius

  • Annual output of collectors = 45% min.
  • Equipment and materials to be new and CSA and/or SRCC

certified

  • Rooftop installation
  • Overall dimensions = 400 m2 on the roof
  • The Contractor shall perform the structural analysis work

as well as the preparatory work on the roof (install anchoring,
structural reinforcement) that is necessary for the installation
of the solar collectors.

b) Install a heating system that includes the following:

  • A pumping module
  • A heat exchanger for the building's heating system
  • Flanges in place to accommodate the ejector cooling system's

heat exchanger

  • A recovery tank
  • Heat transfer medium
  • All piping needed to connect all the equipment
  • The necessary measuring equipment for analyzing the

system's energy performance

  • Maximum overall dimensions of 1.9 m × 3.5 m × 1.9 m

(width × length × height)

c) Install a 16-kW ejector cooling system

  • The Contractor shall integrate the CanmetENERGY-designed

ejector cooling technology into the system (with no IP transfer)

  • The piping and instrumentation diagram (P&ID), the

ejector shop drawings and the specifications will be provided
following contract award. The Contractor will be required to
sign a non-disclosure agreement.

  • Maximum overall dimensions of 1.9 m × 3.5 m × 1.9 m

(width × length × height)

d) Install, on the rooftop, an air condenser (of sufficient
capacity to vent the excess heat from the system at all times)

  • The Contractor shall perform the structural analysis work

as well as the preparatory work on the roof (install anchoring,
structural reinforcement) that is necessary for the installation
of the solar collectors.
e) Integrate the various system components

  • Make the mechanical and electrical connections
  • Installation of the control system and implementation of

the operation strategy of the heating and cooling system

  • For the ejector-cooling system, use Delta Controls

products that are compatible with the building's system

f) Integrate the system into the building's existing cooling and
heating primary systems

  • Make the mechanical and electrical connections
  • Integrate into first-stage heating and cooling to reap

the maximum benefits of the solar-powered system.

  • Integration shall not compromise the heating and cooling

systems or employee comfort. No reduction in the primary
system's capacity is foreseen. Isolation of the solar-powered
system must be possible in the event of a technical problem.

  • Connect to the building's existing control system and adjust

the sequences of operation. Use control devices that are
compatible with the existing system.

  • Implement the new heating and cooling system operation

strategy for the building. Operate in first-stage heating and
cooling to reap the maximum benefits of the solar-powered
system. Further, when sunlight levels are low, the building's
main heating and cooling system shall bear the full load.

3. Criteria for assessment of the Statement of Capabilities
(Minimum Essential Requirements)

Any interested supplier must demonstrate by way of a statement
of capabilities that its system meets the following
requirements:
a) Shall have manufactured and installed a solar-powered ejector
heating and cooling system with a capacity of 50 kW of heating
and 15 kW of cooling.
b) Shall be capable of supplying and installing a solar-powered
heating collector system that meets the following technical
specifications:

  • Nominal capacity: 60 kW
  • Minimum temperature at the collector outputs: 110 degrees

Celsius

  • Annual output of collectors = 50% min.
  • Rooftop installation
  • CSA and/or SRCC certified
  • Overall dimensions = 400 m2 on the roof
  • Maximum overall dimensions of the pumping and ejector

cooling modules: overall dimensions of 1.9 m × 3.5 m × 1.9 m
(width × length × height):
Overall dimensions: 3.5 m × 4 m × 2.5 m
By device: 1.9 m × 3.5 m × 1.9 m
c) Ability to complete the project within 8 months after
Contract award, i.e. the start of the 2016 summer season.
