Advanced Contract Award Notice (ACAN – 15-22007):
Installation, Maintenance, Services & Emergency Repairs (GTAC):

An Advance Contract Award Notice (ACAN) allows departments and agencies to post a notice, for no less than fifteen calendar days, indicating to the supplier community that it intends to award a good, service or construction contract to a pre-identified contractor. If no other supplier submits, on or before the closing date, a statement of capabilities that meets the requirements set out in the ACAN, the competitive requirements of the government’s contracting policy have been met. Following notification to suppliers not successful in demonstrating that their statement of capabilities meets the requirements set out in the ACAN, the contract may then be awarded using the Treasury Board’s electronic bidding authorities.

If other potential suppliers submit statements of capabilities during the fifteen calendar day posting period, and meet the requirements set out in the ACAN, the department or agency must proceed to a full tendering process on either the government’s electronic tendering service or through traditional means, in order to award the contract.

Description of the Work:

The National Research Council Canada (NRC) wishes to award a five (5) year contract for the installation, maintenance and emergency repairs to the Gas Turbine and Aerodynamics (GTAC) National Facilities’ electrical motors, switchgears, outdoor substations and associated control systems that have been installed and operated at NRC Montreal Road Campus in Ottawa, Ontario.

The existing electrical motors, switchgears, outdoor substations and associated control systems are currently used to operate the Compressor and Inlet Air Treatment Facilities which provide services to industrial and internal clients of NRC.

Siemens Canada Ltd. is the area expert in installation, integrated maintenance and repair of the above mentioned systems. The Technical Support Program offered by Siemens Industrial Services is a modular maintenance program, which provides management package solutions to GTAC National Facilities team to improve equipment reliability and to reduce overall cost of equipment management activities.

The level of effort for this contract is $1 million for a period of 5 years.
The National Research Council reserves the right to renew this agreement for two additional one year periods, subject to the performance and sole discretion of the National Research Council Canada. The contract value shall not exceed 2 million dollars including the additional 1 year periods.

Suppliers who consider themselves fully qualified and available to provide the services/goods described herein, may submit a statement of capabilities in writing to the contact person identified in this Notice on or before the closing date of this Notice. The statement of capabilities must clearly demonstrate how the supplier meets all of the advertised requirements.
