Environmental investigation at the Pointe-au-Père wharf

This requirement is open only to qualified suppliers under the
Supply Arrangement (SA) for environmental investigation of site
services (PWGSC file "EE517-121480/B.")

Description of requirement

In past years, many sediment sampling campaigns has been
performed at the Pointe-au-Père wharf. These studies demonstrate
a presence in polycyclic aromatic hydrocarbons (HAP). Several
values exceeded the probable effect concentration (PEC) or the
frequent effect concentration (FEC).

The scope of the work of this mandate is to :

• perform a partial characterization of the entire lot;
• perform an environmental monitoring "post demolition" of the

head of the wharf;

• analyze the environmental condition of the water lots (lot

4753413) at Pointe-au-Père that could be divested to the
province and analyze the environmental condition of the
exclusion zone around the pipe zone of the ISMER located on the
lot to be divested.

TC mandated Public Works and Government Services Canada (PWGSC)
to deliver the full scope of the work. PWGSC Environmental
Services requires the services of a contractor to collect
samples, conduct physical-chemical analyses and prepare reports,
as described in Supply Arrangement (SA) EE517-121480/B and as
outlined in Request for Proposal EE517-141492/A.

Contract period

The contract period is from the award date to March 31, 2015.
The work period is from the award date to March 14, 2014.

Basis of Selection:

A bid must comply with all requirements of the bid solicitation
to be declared responsive. The responsive bid with the lowest
evaluated price will be recommended for award of a contract.

Ongoing opportunity for qualification

A permanent notice is posted by the Government Electronic
Tendering Service (GETS) for the term of the supply arrangement.
The notice describes the procurement instrument and invites
additional suppliers to submit arrangements to become suppliers
and be awarded a supply arrangement for provision of services.
