INVITATION TO SUBMIT AN EXPRESSION OF INTEREST (EOI)
AS TO THE AVAILABILITY OF SPACE FOR LEASE
IN THE CITY OF CHARLOTTETOWN, PRINCE EDWARD ISLAND
FILE NUMBER R.068670.001

Public Works and Government Services Canada (PWGSC) acting on behalf of Fisheries and Oceans Canada is asking interested parties to provide information for a potential lease of space that meets the following criteria:

Section A: Lease Components

? a lease term of approximately fifteen (15) years, commencing on or about March 1, 2016, plus options to extend the lease for two (2) additional periods of five (5) years each;

? approximately 314.8 usable square metres (um2) of contiguous office space, 1467.0 um2 of contiguous warehouse space, 3800.0 um2 of contiguous exterior fenced compound space and 12 parking spaces;

? the proposed space must be available approximately eighteen (18) weeks prior to the above-noted lease commencement date so all spaces may be prepared for occupancy;

? the proposed space should satisfy or be capable of satisfying the following criteria:

1. the proposed warehouse space can be attached to the proposed office space or they can be detached as long as they are located on the same property;

2. the proposed exterior fenced compound space must be attached to the proposed warehouse space to create a secure compound;

3. the proposed office space must have a minimum clear ceiling height of 2.44 metres (m), to a maximum of 3.05 m;

4. the proposed warehouse space must be heated;

5. the proposed warehouse space will be made up of a number of rooms having various space, dimension and ceiling height requirements;

6. the proposed warehouse space must have minimum clear ceiling heights ranging from 3.00 m to 7.32 m;

7. the proposed warehouse space must include an interior overhead crane system capable of lifting 7000 kg;

8. the proposed warehouse space must have four (4) overhead doors of 3.66 m wide X 4.88 m high at grade level, one (1) overhead door of 3.66 m wide X 3.35 m high at grade level and two (2) overhead doors of 4.27 m wide X 6.10 m high at grade level;

9. a minimum of two (2) of these overhead doors must open to the proposed exterior fenced compound space; these two (2) overhead doors must be 4.27 m wide X 6.10 m high;

10. a 25 m paved unobstructed area must be available in front of each overhead door that opens to the proposed exterior fenced compound space. A 25 m paved turning radius must be available in front of each overhead door that doesn’t open to the proposed exterior fenced compound space. The turning radius must be measured from the center of the overhead door and form a minimum 25 m radius. The turning radius will be for the exclusive use of the intended user;

11. entrances to the proposed warehouse space must slope away from the building with no ramps or steep grades permitted;

12. the proposed exterior fenced compound space must be a minimum of 55 m wide X approximately 69 m deep;

13. the surface of the proposed exterior fenced compound space must consist of the following surface types: approximately 66% heavy duty asphalt pavement, 25% heavy duty gravel (as a minimum) and 9% heavy duty reinforced concrete;

14. the proposed exterior fenced compound must have a minimum of two (2) gated entrances to allow trucks with trailers to enter and exit without turning around;

15. the proposed exterior fenced compound gated entrances must have power operated rolling gates and have a clear opening of 4.88 m each;

16. the proposed exterior fenced compound space and access roads must have a maximum slope of 1%;

17. a 25 m paved unobstructed area must be available in front of the proposed exterior fenced compound gated entrances and be for the exclusive use of the intended user;

18. entrances to the proposed exterior fenced compound space must slope away from the compound with no ramps or steep grades permitted;

19. the physical characteristics of the lands and the building and the area and environment surrounding it, including neighboring land uses, shall be compatible with the Lessee’s intended use of the accommodation;

20. the proposed space must not be located in an area subject to heavy traffic flow or in residential areas that would impede operational egress from the site;

21. PWGSC will not consider spaces or buildings that do not provide acceptable configuration, are located in proximity to sites with incompatible usages, do not meet PWGSC’s and/or the intended user’s safety or security requirements, or are not currently properly zoned.

? the proposed space must be located in the City of Charlottetown, Prince Edward Island;

? on or before the lease commencement date, the proposed space will have to comply with all requirements contained in PWGSC’s Standards for Leased Accommodation, a copy of which may be obtained from the contact listed in Section F. It is recommended that interested parties obtain a copy of the Standards for Leased Accommodation before submitting a response.

Note: PWGSC may wish to visit or inspect the proposed space upon reasonable notice and a threat and risk assessment may be undertaken in order to assess potential threats to the security of the proposed space and to the public.

Section C: Responses Requested by

As this may be the only invitation to submit an Expression of Interest for this potential lease project, owners or their agents should provide their response by October 29, 2014. Any response received after this date may not be considered.

Section D: Information Provided by Interested Parties or Agents of Interested Parties

Information provided by interested parties or agents of interested parties should include the file number, the location and municipal address of the building, current zoning, specific location of space within the building, measured area of space, site plan, architectural drawings identifying the proposed space with washrooms, exits and other design elements, private/public parking facilities, and details addressing the criteria listed above in Section A. Agents submitting a response to this EOI must provide PWGSC with a letter authorizing them to do so.

Section E: Security Requirement

If this EOI results in a future tender process, the building owners of the proposed spaces will have to hold a valid security clearance at the Reliability level, approved and granted by the Canadian Industrial Security Directorate (CISD) of PWGSC prior to award. All parties interested in this potential lease project are advised to obtain this security clearance level in advance. Information regarding security clearance can be obtained on the website of the CISD/PWGSC at http://ssi-iss.tpsgc-pwgsc.gc.ca. Please contact the person listed in Section F to initiate the security clearance process.
