INVITATION TO SUBMIT AN EXPRESSION OF INTEREST (EOI)AS TO THE AVAILABILITY OF SPACE FOR LEASEIN THE CITY OF THETFORD MINESFILE NUMBER 81002260 Public Works and Government Services Canada (PWGSC) is asking interested parties to provide information for a potential lease of space that meets the following criteria:Section A: Lease Componentsa lease term of approximately ten (10) years and three (3) months, commencing on or about September 1st, 2023 plus option(s) to extend the lease for one (1) additional period(s) of five (5) year(s);approximately thousand one hundred and forty-seven (1147) usable square metres (um2) of contiguous office space;the proposed space must be available approximately eighteen (18) weeks prior to the above-noted lease commencement date so all space(s) may be prepared for occupancy; the proposed space should satisfy or be capable of satisfying the following criteria:The office space of 1147 usable square metres (um2) must be contiguous in a single block of space, unobstructed, on the same floor or on two floors;Ground floor space will be prioritized;The layout and windows rate must be acceptable by the tenant;Only office buildings, commercial buildings and industrial type buildings completely converted in office spaces will be considered; buildings with industrial or residential activities will not be retained;Buildings situated in agricultural, residential, industrial or flooding areas will not be considered;The physical characteristics of the sites and buildings, as well as the use of neighboring land and the surrounding area must be compatible with office activities;The building where the premises will be located must be fully accessible to people with reduced mobility;The availability of 25 visitors parking spaces within 500 metres walking distance to be calculated from the building entrance closest to the potential office space using only sidewalks, pedestrian crosswalks and pedestrian paths;the proposed space must be located in the city of Thetford Mines and within the following boundaries (the geographical boundaries include sites on either side of the roads):North: Frontenac Boulevard West, including the section between the street Pie XI and Boulevard Lemay;South: Notre-Dame Street East;East : 9th Street North;West: Pie XI Street;on or before the lease commencement date, the proposed space will have to comply with all requirements contained in PWGSC’s Standards for Leased Accommodation, a copy of which may be obtained from the contact listed in Section F;Note: PWGSC may wish to visit or inspect the proposed space upon reasonable notice and a threat and risk assessment may be undertaken in order to assess potential threats to the security of the proposed space and to the public.Section B: ResponsesInterested parties are requested to submit their response to this EOI by email to the contact listed below in Section F. Section E: Security Requirement If this EOI results in a future tender process, the building owners of the proposed spaces will have to hold a valid security clearance at the “Reliability” level, approved and granted by the Canadian Industrial Security Directorate (CISD) of PWGSC prior to the beginning of the fit up work. All parties interested in this potential lease project are advised to obtain this security clearance level in advance. PWGSC reserves the right to proceed with an Invitation to Offer to Lease by inviting only parties deemed to most effectively meet specific operational, security and public safety requirements.
