INVITATION TO SUBMIT A RESPONSE FOR A REQUEST FOR QUALIFICATIONS (RFQ)
IN THE TOWN OF GRAND FALLS, NEW BRUNSWICK
FILE NUMBER 524481

Public Works and Government Services Canada (PWGSC) is asking interested parties to submit a response for a potential lease of office, warehouse and exterior fenced compound space that meets the following criteria:

Section A: Lease Components

? a lease term of ten (10) years, commencing on or about November 1, 2014, plus the option to extend the lease for one (1) additional period of five (5) years;

? approximately 438.17 usable square metres (um2) of contiguous office space, 80 um2 of contiguous warehouse space (attached to the office space), 100 um² of contiguous exterior fenced compound space (attached to the warehouse space) and 14 parking spaces;

? the proposed space must be available at least twenty (20) weeks prior to the above-noted lease commencement date so all spaces may be prepared for occupancy;

? the proposed space must satisfy or be capable of satisfying the following mandatory criteria:

1. the proposed space must be contiguous without obstruction and located on the ground floor;

2. the proposed office space must have a minimum clear ceiling height of 2.44 m, to a maximum of 3.05 m;

3. the proposed warehouse space must be heated;

4. the proposed warehouse space must be 10.0 metres (m) deep and must have a minimum clear ceiling height of 4.27 m;

5. the proposed warehouse space must have one (1) overhead door of 4.27 m wide X 3.66 m high at grade level;

6. a 25.0 m paved maneuvering area must be available in front of the entire proposed warehouse space and be for the exclusive use of the intended user;

7. grade entrances to the proposed warehouse space must slope away from the building with no ramps or steep grades permitted;

8. the proposed exterior fenced compound space must be paved;

9. the proposed exterior fenced compound space must be 10.0 m deep;

10. a 25.0 m paved maneuvering area must be available in front of the entire proposed exterior fenced compound space and be for the exclusive use of the intended user;

11. grade entrances to the proposed exterior fenced compound space must slope away from the compound with no ramps or steep grades permitted;

12. the physical characteristics of the lands and the building and the area and environment surrounding it, including neighboring land uses, shall be compatible with the Lessee’s intended use of the accommodation;

? the proposed space must be located in the town of Grand Falls, New Brunswick and within the following boundaries (the geographical boundaries include sites on either side of the roads):

Ouellette Street from its intersection with Wade Street to its intersection with Main Street.

Main Street from its intersection with Ouellette Street to its intersection with Everard H Daigle Boulevard.

Madawaska Road from its intersection with the Trans-Canada Highway to its intersection with Park Street.

? the proposed space must, on or before the lease commencement date, comply with all requirements contained in PWGSC’s Standards for Leased Accommodation, a copy of which may be obtained from the contact listed in Section F;

? PWGSC may wish to visit or inspect the proposed space upon reasonable notice;

? a threat and risk assessment may be required in order to assess potential threats to the security of the proposed space and to the public.

Section C: Responses Required by

Responses are required by July 4, 2013, before 14:00. Any responses received after this time and date will not be considered.

Section D: Information Provided by an Interested Party or an Interested Party’s Agent

Information provided by an interested party or by said party’s agent shall include the file number, the location and municipal address of the building, current zoning, specific location of space within the building, measured area of space, architectural drawings identifying the proposed space with washrooms, exits and other design elements, private/public parking facilities, and details addressing all of the criteria listed above in Section A. Agents submitting a response to this RFQ shall provide PWGSC with a letter authorizing them to do so.

Section E: Security Requirement

The building owner of the proposed space must hold a valid security clearance at the Reliability level, approved and granted by the Canadian Industrial Security Directorate (CISD) of PWGSC. All parties interested in this potential lease project are advised to obtain this mandatory security clearance level in advance. Information regarding security clearance can be obtained on the website of the CISD/PWGSC at http://ssi-iss.tpsgc-pwgsc.gc.ca. Please contact the person listed in Section F to initiate the security clearance process.

This RFQ is issued in order to invite interested parties to demonstrate their capacity to comply with the requirements described herein. Please note that PWGSC reserves its right to cancel this RFQ at any time.

Following a visit of the proposed premises, PWGSC reserves the right to proceed with an invitation to submit Offers to Lease by inviting only those interested parties deemed to most effectively meet specific operational, security and public safety requirements. If invited, an interested party must submit an Offer to Lease using the PWGSC Lease Documentation Package that shall explain in greater detail the complete requirements of this proposed lease project.

Interested parties not invited to submit an Offer to Lease shall be notified and informed of the reason for such decision.
