INVITATION TO SUBMIT A RESPONSE TO A REQUEST FOR QUALIFICATIONS (RFQ)
FOR A LEASE IN THUNDER BAY, ONTARIO

Public Works and Government Services Canada (PWGSC) is asking interested parties to submit a response for a potential lease of industrial/warehouse space that meets the following criteria:
Section A: Lease Components
? a lease term of ten (10) years, commencing on or about the day of November 1, 2014, plus an option to extend the lease for two (2) additional periods of two (2) years each;
? approximately 186 usable square metres (um2) of contiguous industrial/warehouse space and 42 usable square metres of contiguous office space;
? the proposed space must be available at least eighteen (18) weeks prior to the above-noted lease commencement date so all space may be prepared for occupancy;
? the proposed space must satisfy or be capable of satisfying the following mandatory criteria:
1. be located within 500 metres of a public transit stop with regular service and have municipal sidewalks leading from the transit stops to the building
2. be within 500 metres of public parking
3. be fully accessible to persons with a disability
4. have sufficient space either on the lands or a maximum distance of 8 km from the building for a secure compound large enough to accommodate five trailers
5. the space offered must be able to accommodate a trailer loading bay
6. the building roof must be able to accommodate a rooftop antenna(s) or tower to hold the antenna(s) and related equipment and the location of the building must be able to receive the required level of signal transmission to the antenna(s)
7. access to the roof for service and maintenance of the antenna(s) will be required for the term of the lease
8. the industrial warehouse space requires a minimum ceiling height clearance of 3.96 metres (13 feet) throughout and have a minimum floor loading of 6.0 kpa
9. the space offered must be all one level, contiguous and unobstructed;
? the proposed space must be located in the City of Thunder Bay and within the following boundaries (the geographical boundaries include sites on either side of the roads):
North: Red River Road
South: Mary Street East
East: Water Street to Fort William Road to Simpson Street to Syndicate Avenue South
West: Neebling Avenue to Trans-Canada Highway/Thunder Bay Expressway
? the proposed space must, on or before the lease commencement date, comply with all requirements contained in PWGSC’s Standards for Leased Accommodation, a copy of which may be obtained from the contact listed in Section F;
? PWGSC may wish to visit or inspect the proposed space and may require access to the roof for transmission testing purposes upon reasonable notice;
? a threat and risk assessment may be required in order to assess potential threats to the security of the proposed space and to the public.
Section B: Responses

Section C: Responses Required by
Responses are required by July 4, 2013 before 18:00 hours. Any responses received after this time and date will not be considered.
Section D: Information Provided by an Interested Party or an Interested Party’s Agent
Information provided by an interested party or by said party’s agent shall include the file number, the location and municipal address of the building, current zoning, specific location of space within the building, measured area of space, architectural drawings identifying the proposed space with washrooms, exits and other design elements, private/public parking facilities, and details addressing all of the criteria listed above in Section A. Agents submitting a response to this Request for Qualifications shall provide PWGSC with a letter authorizing them to do so.
Section E: Security Requirement
The building owner of the proposed space must hold a valid security clearance at the “RELIABILITY” level, approved and granted by the Canadian Industrial Security Directorate (CISD) of PWGSC. All parties interested in this potential lease project are advised to obtain this mandatory security clearance level in advance. Information regarding security clearance can be obtained on the website of the CISD/PWGSC at http://ssi-iss.tpsgc-pwgsc.gc.ca. Please contact the person listed in Section F to initiate the security clearance process.

This RFQ is issued in order to invite interested parties to demonstrate their capacity to comply with the requirements described herein. Please note that PWGSC reserves its right to cancel this RFQ at any time.
Following a visit of the proposed premises, PWGSC reserves the right to proceed with an invitation to submit Offers to Lease by inviting only those interested parties deemed to most effectively meet specific operational, security and public safety requirements. If invited, an interested party must submit an Offer to Lease using the PWGSC Lease Documentation Package that shall explain in greater detail the complete requirements of this proposed lease project.
Interested parties not invited to submit an Irrevocable Offer to Lease shall be notified and informed of the reason for such decision.
