INVITATION TO SUBMIT A RESPONSE TO THE REQUEST FOR QUALIFICATION TO
DESIGN, BUILD AND LEASE A NEW OFFICE BUILDING IN THE CITY OF MIRAMICHI, NEW BRUNSWICK
PROJECT No. 525005
The following text only describes the project in summary; it is each potential proponent’s
responsibility to read the entire document entitled Selection of Invitees to Tender (SOIT) in order
to determine all of the requirements related to submitting a response to this Request for
Qualification (RFQ).
The Government of Canada, represented by Public Works and Government Services Canada (PWGSC), is
asking any interested party to submit a Response to this RFQ, in accordance with the SOIT,
published in its entirety on Buyandsell.gc.ca, for the possible lease project to design, build and
lease an office building that is described in summary below.
A) Elements of the legal documentation
Potentially, three (3) legal documents will be used:
? An Irrevocable Offer to Purchase: The land, which is located in the city of Miramichi, New
Brunswick, upon which the building is to be constructed, is currently the property of Canada. Once
the selected proponent has substantially completed a building of 9,360 useable square metres (um²),
Canada will transfer the land to the selected proponent.
? A Licence Agreement: In order to allow access to the land for the construction of the
building, Canada will grant a licence to the selected proponent for that purpose.
? A Lease: The lease will be between the selected proponent as Lessor, and PWGSC, as exclusive
Lessee and as sole occupant. The lease term will be twenty (20) years with a commencement date on
or about April 1, 2018. At the expiry of the lease, PWGSC will have the option to purchase the land
and building for $1.00.
The building to be constructed shall obtain LEED Core and Shell 2009 Gold certification from the
Canadian Green Building Council.
The building is to have approximately 9,360 um² of office space located on three (3) floors. The
usable area per floor shall not be less than 2,500 um². The office space must be contiguous.
Parking spaces are to be provided on the lands of the building by the selected proponent in
accordance with the applicable municipal by-laws.
B) Responses in writing
Interested parties must submit their Response to the Request for Qualification in writing, in
accordance with all of the Selection of Invitees to Tender (SOIT) requirements, no later
than May 27, 2014, at 2:00pm. local time, to the following address:

A proponents’ conference will be held April 30, 2014. The location and time of the conference
will be provided in the SOIT.
This RFQ is being issued in order to invite proponents, who will have qualified, to submit a
Proposal that will include a schematic design, an Irrevocable Offer to Lease and an Irrevocable
Offer to Purchase Land.
Please note that PWGSC reserves its right to cancel the SOIT at any time, in accordance with the
terms and conditions of the SOIT.
