Public Works and Government Services Canada (PWGSC), on behalf
of the Public Health Agency of Canada (PHAC), intends to
negotiate with Perkin Elmer Health Sciences Inc. for the
provision of the following:

IVIS Spectrum-CT Imaging System

PHAC has a requirement for the purchase of the IVIS Spectrum-CT
Imaging System from Perkin Elmer Health Sciences Inc.

The IVIS imaging system analyzes the source and strength of
light emitted by bioluminescent or fluorescent molecules that
are expressed in a live organism and co-registers this data with
CT anatomical data to produce true quantitative 3D optical
reconstructions. This particular combination of multiple
modalities enables the user to visualize and quantitate 3D
fluorescence and 3D bioluminescence in an entire animal or focus
on one organ or only a few cells specifically. In addition, it
makes possible non-invasive longitudinal studies of disease
progression, by facilitating the examination of cellular
response, and being able to monitor changes in gene expression
patterns in live animals.

The IVIS Spectrum-CT Imaging System from Perkin Elmer Health
Sciences Inc. is the only product which can meet the mandatory
requirements specified below. Of these, most importantly, the
IVIS Spectrum-CT Imaging System is the only instrument that
offers fluorescent and bioluminescent imaging, Cerenkov
luminescent imaging (for optical radiotracer imaging), 3D
optical topographic reconstructions as well as integrated micro
Computed Tomography (CT) imaging in a single integrated portable
instrument. We require these multiple modalities to be able to
over lay distinct data sets to obtain 3D fluorescence and 3D
bioluminescence reconstructions which then allow us to put the
optical signals obtained into an anatomic context when we
perform live animal imaging to monitor cellular response and
gene expression change in response to disease or treatment. Due
to extreme space constraints we strictly require that this
instrument have a footprint of less than 75cm x 75cm. The IVIS
Spectrum-CT Imaging System from Perkin Elmer Health Sciences
Inc. is the only instrument that can offer the capability
required within the footprint specified.

SYSTEM REQUIREMENTS (SOLE SOURCE SPECIFICATIONS)
SYSTEM DESIGN:
"The system must provide the following imaging modalities in a
single integrated unit/one footprint; photographic imaging,
fluorescent imaging, bioluminescent imaging, Cerenkov
luminescent imaging (for optical radiotracer imaging), 3D
optical topography for fluorescence and bioluminescence, as well
as integrated micro Computed Tomography (CT) imaging. The system
must have a fully integrated design that incorporates camera,
cooling system, chamber, fluorescence system, luminescence
system, and micro CT system.

The system must provide integrated fast and low dose micro
Computed Tomographic scanning, such that full animal scans take
10 seconds or less, and the animals are subjected to less than
10 mGrey dose.

The system must provide 3D Topographic imaging, i.e 3D surface
topographic images which when processed with the proper analysis
software provides diffuse tomographic reconstructions of
internal sources for bioluminescent and fluorescent sources.

The system must provide automated co-registration to
automatically overlay 3-dimensional bioluminescence,
fluorescence, and micro Computed Tomography reconstructions.

The system must come complete with a software package for
detection, quantification, analysis and storage of images taken.
The software must quantify photon counts, but can also convert
the data into false color images that it can overlay or
co-localize on images of the animal subject such that the
location of the photon sources in the subject can be precisely
identified.

The system must have the ability to be able to detect down to a
single bioluminescent cell non-invasively (single cell
resolution).

The system must have a 5 animal capacity.

The system must have a fully integrated design that incorporates
camera, cooling system, chamber, fluorescence system,
luminescence system, and micro CT system.

The system must be portable.

The system must have a strategy in place for reducing
auto-fluorescent background. Specifically, the system must
provide instrument background subtraction via software
correction, and emission based spectral unmixing for this
purpose.

The system must provide a footprint equal to or smaller than 28
inches x 28 inches (72cm x 72cm)

OPTICAL TRAIN:
The system must provide a sensor size of greater than or equal
to 2.7cm x 2.7cm and a back illuminated Grade 1 CCD camera with
a CCD operating temperature of -90C.

The system must provide for 4MP camera for high resolution
imaging or binned imaging for high sensitivity imaging.

The system must provide a pixel size of 13.5um or larger on the
sensor for high sensitivity imaging.

The system must provide for a 27um pixel size or larger when
binned 2x2.

The system must have a minimum detectable radiance of 70
photons/s/sr/cm2.

The lens must provide at least 4 levels of magnification (1.5x,
2.5x, 5x, 8.7x).

The field of view (FOV) range must be at least 3.9cm x 3.9cm to
23cm x 23cm

The system must achieve uniform light collection at f/1 with
high resolution over the entire field of view.

The system must provide a quantum efficiency of >85% at
500-700nm, and > 30% at 400-900nm.
