Full description

The Alberta Advantage Immigration Program (AAIP) is an economic immigration program administered by the Province under the Alberta–Canada Immigration Agreement in partnership with Immigration, Refugees and Citizenship Canada (IRCC). The program enables Alberta to nominate individuals for permanent residence who have the skills, experience, and capacity to contribute to the province’s economic development and labour market needs.

AAIP administers entrepreneur immigration streams designed to attract experienced business owners and innovative entrepreneurs to establish and operate businesses in Alberta. These streams support job creation, regional economic development, and long-term economic diversification. These streams provide a pathway to permanent residence for Applicants who demonstrate the ability to successfully establish, operate, and sustain a business that delivers measurable economic benefit to Alberta.

As part of the Application process, Applicants must submit a Business Plan, Business Plan Evaluation Report, Net Worth Assessment Report and supporting documentation that satisfy AAIP requirements and program criteria. Applicants must also meet all the terms of a Business Performance Agreement signed with the Province and provide a Special Purpose Report after 12 months of operations, prior to Nomination. All information submitted must be accurate, complete, and current at the time of application. Applicants are responsible for the authenticity and accuracy of all information provided. Failure to submit complete, truthful, and verifiable documentation may result in refusal of the Application.

AAIP is seeking to establish Lists of Qualified Service Providers (QSPs) to provide independent third-party assessment services to entrepreneur stream applicants. Applicants will select and contract directly with Qualified Service Providers. The Province will not contract directly for the services and does not guarantee referrals, assignments, or volumes of work.

Service Providers may submit a Proposal for one or more of the following Service Categories:

Category A – Business Plan Evaluation and Business Plan Evaluation Report;
Category B – Net Worth Assessment and Net Worth Assessment Report; and
Category C – Special Purpose Report.

This PQR will establish Lists of Qualified Service Providers for the applicable Service Categories. Applicants will select and enter into Contracts directly with Qualified Service Providers listed in the applicable Service Category. Pricing, service timelines, and contractual arrangements between the Applicant and the Qualified Service Provider must comply with the PQR and Qualified Service Provider Agreement requirements.

Service Providers should review Sections 2, 3, 5 and Appendix B – Attachment 1 of the PQR for detailed descriptions of the Services, Service Categories, mandatory requirements, desirable provisions, qualification requirements, proposal content requirements, and service delivery approach requirements.
