Nature of Requirements: The following is a summary of the statement of work for this requirement.
The Correctional Service of Canada (CSC) Health Services in the Ontario Region require the services of a licenced psychologist to provide resiliency training to staff at eight (8) institutions Joyceville Complex, Collins Bay Complex, Millhaven Institution, Bath Institution, Warkworth Institution, Beavercreek Complex, Grand Valley Complex, the Regional Treatment Centre (Millhaven and Bath) as well as one (1) Community Mental Health Team of staff who assist offenders upon their release and reintegration.
Objectives:
3.1 The Contractor must provide the services of a qualified Psychologist to design and deliver resiliency training for health professionals working within Correctional Service of Canada. The training will support staff well being, strengthen interdisciplinary collaboration, enhance capacity to operate effectively in high risk and high stress clinical environments, and contribute to a psychologically safe and ethically grounded workplace. This work supports CSC’s ongoing commitment to quality care, institutional safety, and staff support.
3.2 The Contractor must design and deliver resiliency training that is explicitly tailored to the operational realities of correctional environments. Training content must reflect common workplace stressors encountered by correctional health care and frontline staff and incorporate scenario based applications relevant to institutional settings. The training must be grounded in evidence based resiliency, stress management, and psychological safety principles and delivered in a practical, skills focused format.
Training objectives must include:
1) Strengthening emotional regulation and stress management in trauma exposed environments.
2) Supporting adaptive coping strategies for individuals and interdisciplinary teams.
3) Promoting maintenance of psychological well being during active clinical and institutional duties.
4) Enhancing team resilience, communication, and mutual support within correctional settings.
The primary objective of the training is to enhance both individual and collective resilience through practical, applicable strategies that support sustained psychological well being in high stress correctional environments.
Deliverables:
The Contractor must conduct approximately 55 two-hour preparatory sessions (between 8:00 a.m.–4:00 p.m. EST) with CSC management to identify barriers, stressors, and staff needs.
The Contractor must submit a summary report for each session within 10 business days after completing the session, outlining key findings and recommendations (e.g., operational resilience supports, team-based practices, skills-reinforcement and continuity, environmental considerations, resource awareness, and/or future training considerations. There will be a maximum of 30 participants per session.
The Contractor must obtain the CSC Project Authority’s approval for the customized training program prior to training delivery.
The Contractor must deliver approximately 45 full-day (7.5-hour) resiliency training sessions to interdisciplinary CSC staff.
The Contractor must provide participant materials in English and submit a post-training evaluation report within 30 business days of the final session. The Contractor must provide training to a maximum 30 participants per session.
The contract must include all costs associated with the preparatory sessions and resiliency training sessions including development and delivery. This including, however, not limited to travel, accommodations, facilitation, books other materials, the contractor’s resources, any technology requirements or equipment. All cost must be included in the all-inclusive firm per hourly rate. No additional costs will be accepted.
Any conditions for participation of suppliers not specified in solicitation documentation: none.
