Lac La Biche County invites qualified Design-Build teams to submit proposals for the design and construction of the MacArthur Place Community Hall Expansion, Lakefront Deck Expansion, and Lakefront Commercial Market Development located in Lac La Biche, Alberta. This project is intended to preserve and enhance an important civic and historic landmark while creating a vibrant lakefront destination that supports community use, tourism, small business activity, public gathering, and economic development. Qualified proponents with demonstrated experience in municipal facilities, community spaces, commercial market development, waterfront and public realm projects, heritage-sensitive design, and Design-Build delivery are invited to submit proposals. The County may choose to proceed with the project in phases, including design, pre-construction, cost validation, and construction, subject to Council approval, available budget, permitting, and final contract negotiations. The County currently anticipates that the total project investment may fall within a range of approximately $3 million to $5 million CAD. This range is provided as general guidance only and is not intended to establish a fixed minimum or maximum project budget. Proponents may submit concepts below or above this range where the proposed scope, functionality, community benefit, overall value, and supporting rationale justify a different level of investment. The County is seeking a range of strong concepts and will place significant emphasis on the quality of the concept and the value delivered, rather than cost alone. Proponents should clearly identify the proposed scope, total cost, optional enhancements, phasing opportunities, and any value-engineering alternatives. Any final project scope and budget will be subject to Council approval.
