Trade Agreement: Agreement on Internal Trade (AIT)
Tendering Procedures: All interested suppliers may submit a bid
Competitive Procurement Strategy:
Comprehensive Land Claim Agreement: No
Nature of Requirements:

Two major construction projects will be launched in the months to come in order to build temporary accommodations at the St-Bernard-de-Lacolle border crossing facility (solicitation EF237-151679) and the expansion and renovation of the St-Bernard-de-Lacolle border crossing facility (solicitation EF237-161632) for the Canada Border Services Agency.

The Saint-Bernard-de-Lacolle border crossing facility is located at Lacolle in Quebec. This border crossing consists of a set of buildings that include Commercial and Travellers Booths; a building for Travellers Operations; buildings for Commercial and Bus Operations; a Duty-free Shop; a building for the Canadian Food Inspection Agency; a building with public restrooms; a filtration plant and a wastewater purification station.

The temporary accommodations project involves work to be done in an existing building, including selective demolition work and construction work, affecting interiors (walls, floors and ceilings), mechanical and electrical systems, camera and access control systems, signage and auxiliary civil work.

The expansion and renovation project includes building demolition work, general construction, renovation and expansion of an existing building (walls, floors and ceilings), workon existing mechanical and electrical networks and infrastructures, construction and renovation work for parking, roadways and auxiliary civil work, supply and installation of signage, camera and access control systems, communications and other systems and the relocation of employees.

It is expected that the tender documents for the above two projects involve Protected information, specifically for access control systems (doors) and CCTV systems (cameras). Therefore the tender solicitations for theseprojects will include security requirements, with the obligation that interested entrepreneurs hold a corporate reliability status called "Designated Organization Screening (DOS)" and a "Document Safeguarding Capability (DSC)" and this at bid submission.Refer to web page http://ssi-iss.tpsgc-pwgsc.gc.ca/outils-tools/ns-sl-e… for more information on this subject.

All companies or suppliers interested in bidding for these future projects with Public Services & Procurement Canada (PSPC) but thatdonot meet the potential security requirements may ask the Quebec branch of PSPC’s Acquisitions and Compensation Services to sponsor them to obtain a DOS as well as a DSC.

Furthermore, companies or suppliers interested in bidding are informed that Protected documents will have to be consulted for tendering, which requires employees of interested companies or suppliers to hold a reliability security status during the tender periods.
