Nature of Requirements:
Transport Canada has a requirement for a study to establish a
database of major vessel traffic into the port of Vancouver, and
to conduct an analysis of Green House Gas (GHG) vessel emissions
on this data, in order to determine overall emissions output for
the port.

To make the analysis of the data more manageable, an Automatic
Identification System (AIS) ship data set will be used. In order
to insure that the data is of high quality, the database will be
analyzed for anomalies and data errors. This analysis will
provide an understanding as to the inaccuracies, including
whether the misinformation may be human, or machine generated.

The purpose of this Advance Contract Award Notice (ACAN) is to
signal the Government's intention to award a contract for these
services to Global Spatial Technology Solutions Inc., Ottawa
Ontario.

Before awarding a contract, however, the government would like
to provide other suppliers with the opportunity to demonstrate
that they are capable of satisfying the requirements set out in
this Notice, by submitting a statement of capabilities during
the 15 calender day posting period.

If other potential suppliers submit a statement of capabilities
during the 15 calender day posting period that meet the
requirements set out in the ACAN, the government will proceed to
a full tendering process on the government's electronic
tendering service, in order to award the contract.

If no other supplier submits, on or before the closing date, a
statement of capabilities meeting the requirements set out in
this ACAN, a contract will be awarded to the pre-selected
supplier referenced above.

Background

In order for Transport Canada (TC) to fulfill its Clean
Transportation objectives to reduce emissions from the marine
sector as well as its international reporting obligations,
accessing high integrity data is necessary. Due to growing
concerns regarding the marine sector's contribution to emissions
in port and along trade routes, the interest in obtaining high
quality data is becoming paramount.

The proposed contract is from date of Contract Award until 30
December 2013.

The estimated value of the contract is $217,904.68, including
Harmonized Sale Tax (HST).

Essential Requirements

The following elements are required to develop a bottom-up
estimate of marine energy use and emissions. These data elements
are currently not available to Transport Canada (TC) in a format
which can readily be used for analysis.

Activity: Trip information by origin-destination, by vessel Type
and weight/volume of cargo carried or number of passengers
Structure: Vessel Class
Intensity: Engine characteristics and hours of operations per
mode, per vessel
Fuel use/emissions: Fuel type used

Any interested supplier must demonstrate by way of a statement
of capabilities that they have the knowledge and qualifications
to undertake data analysis, data mining, verification of data
integrity, emissions calculations, project management, project
scheduling, report production. The supplier should also be aware
and familiar with AIS ship data to be analyzed.

Task 1: Project Management, Documentation

The Contractor must submit, a Project Management Plan (PMP)
describing details of the project team, work breakdowns,
resources and review processes by which the contractor will
manage the Contract. Within the PMP, the contractor must
develop and maintain a detailed project schedule (Work Breakdown
Structure) for each task listed below in a Microsoft Project
format throughout the period of the Contract.

Task 2: Data Collection and Formatting
Generate the data matrix that will be used for the vessel
analysis. Once the Automated Information System (AIS)
information has been provided by the Technical Authority, the
Contractor must generate the matrices to ensure the analysis can
be performed. Upon completion of this task, the Contractor must
provide a report detailing what has been done to date.

Task 3: Data Analysis

Analyzing the AIS data set provided by the Technical Authority
to:

3.1: Conduct analysis regarding vessel traffic by month, and
type;

Conduct analysis of AIS data set focused on type of vessels;
Provide report of vessel type by month;
Identify anomalies;
Comment on data integrity and validity; and
Provide report of vessel distribution by type and month.

3.2: Conduct data mining analysis on static AIS message data;

Conduct analysis of vessel data sets focused on message data of
a static nature (Maritime Mobile Service Identity (MMSI), Vessel
Name, International Maritime Organization (IMO) Number);
Identify anomalies and errors;
Identify critical or key issues;
Provide preliminary assessment of possible reasons for
anomalies; and
Provide Preliminary Static Data Report

3.3: Conduct data mining analysis on dynamic AIS message data;

Conduct analysis of vessel data sets focused on message data of
a dynamic nature, including: vessel voyage information, vessel
position/track, speed, rate of turn, port origin and
destination, mass and description of cargo (or number of
passengers) carried;
Identify anomalies and errors and conduct preliminary analysis
on source of data errors to determine whether the source is
man-made or non-man made, and intentional or unintentional;
Identify critical or key issues;
Provide preliminary assessment of possible reasons for
anomalies; and
Provide Preliminary Dynamic Vessel Report.

3.4: Determine emissions of selected vessel sets and provide
vessel data;

Conduct emission calculation of all vessels en route to the Port
of Vancouver;
Generate report on total emissions by type and by vessel class
for the following;

Distance, time and speed travelled;
Fuel type;
Fuel consumption;
Construction year;
Vessel Class;
Capacity (Gross Register Tonnage (GRT) or Dead Weight Tonnage
(DWT)
Engine technology;
Engine size;
Number of main and auxiliary engines;
Engine capacity in kW;
Boiler fuel consumption rate; and

Provide Recommendations for Future Work in all categories

Capacity (Gross Register Tonnage (GRT) or Dead Weight Tonnage
(DWT)

Trade Agreements

This procurement is not subject to the North American Free Trade
Agreement (NAFTA) or the World Trade Organization - Agreement of
Government Procurement (WTO-AGP) as it consists of Research and
Development Services which are excluded from the application of
the NAFTA as per Annex 1001.1b-2, Section B, Part A - Reserach
and Development, all classes and not listed under Appendix 1,
Annex 4 of the WTO-AGP.

AIT does apply as the procurement exceeds $100,000.00.

It is proposed to direct this requirement to the proposed
supplier under Section 6(d) of the Government Contracts
Regulations (GCRs), whereby "only one firm is capable of
performing the Contract".

The Limited tendering procedures will be used for this
procurement, as allowed by AIT Article 506 Para 12:

a. to ensure compatibility with existing products, to recognize
exclusive rights, such as exclusive licences, copyright and
patent rights, or to maintain specialized products that must be
maintained by the manufacturer or its representative.

The Comprehensive Land Claims Agreements (CLCAs) are not
applicable to this procurement, as Work will not be delivered
to, nor conducted within CLCA areas.

The Procurement Strategy for Aboriginal business is not
applicable as the services will not be delivered to or for an
Aboriginal population.

Justification for the Pre-Selected Supplier

Global Spatial Technology Solutions has developed and owns the
unique software algorithms to conduct the specialized analysis
of global satellite AIS data. They have the specialized subject
matter expertise to perform the analysis and have successfully
demonstrated their capability using West Coast of Canada
encryped AIS data sets. They have the capacity to use and
analyze these data sets to verify information. They have also
developed an emissions quantification tool that can be used to
validate Transport Canada's own emission calculation activities
as per the Clean Transportation agenda.

Intellectual Property

The vendor owns the IP rights to the software algorithms to
conduct specialized analyses of Global Satellite AIS data being
used. They will also have the IP rights for any project
results. Transport Canada will have unlimited access to all
results generated.

Suppliers who consider themselves fully qualified and available
to meet the specified requirements may submit a statement of
capabilities in writing to the Contracting Authority identified
in this Notice on or before the closing date of this Notice.
The statement of capabilities must clearly demonstrate how the
supplier meets the advertised requirements.

with one firm only as identified above. Should you have any
questions concerning this requirement, contact the contracting
officer identified above.

An Advance Contract Award Notice (ACAN) allows departments and
agencies to post a notice, for no less than fifteen (15)
calendar days, indicating to the supplier community that it
intends to award a good, service or construction contract to a
pre-identified contractor. If no other supplier submits, on or
before the closing date, a Statement of Capabilities that meets
the requirements set out in the ACAN, the contracting authority
may then proceed with the award. However, should a Statement of
Capabilities be found to meet the requirements set out in the
ACAN, then the contracting authority will proceed to a full
tendering process.

Suppliers who consider themselves fully qualified and available
to provide the services/goods described herein, may submit a
statement of capabilities in writing to the contact person
identified in this Notice on or before the closing date of this
Notice. The statement of capabilities must clearly demonstrate
how the supplier meets the advertised requirements.

The PWGSC file number, the contracting officer's name and the
closing date of the ACAN must appear on the outside of the
envelope in block letters or, in the case of a facsimile
transmission, on the covering page.

The Crown retains the right to negotiate with suppliers on any
procurement.
