LETTER OF INTEREST (LOI) for the Supply of a VICTORIA CLASS
SUBMARINE LIFE RAFT SYSTEM (LRS) in accordance with the
Statement of Work (SOW) attached to the LOI document as Annex
"A".
The Department of National Defence (DND) would like to procure
teathered, deep-releasable Life Rafts for Victoria Class
Submarines (VCS) and is seeking industry information to support
the Crown's decision making process to reach the implementation
stage for the acquisition of the requirements.
For DND's consideration, bidders are requested to comment on the
SOW as well as provide an estimate of the capability to perform
the work as well as a rough order of magnitude on both cost and
schedule.
In accordance with SOW paragraph 2.0, the above-referenced
technical documentation is available via written request to the
PWGSC Contracting Authority (CA) named herein.
In accordance with SOW paragraph 3.0, DND representatives will
be made available to meet at the bidder's facilities to clarify
requirements and conceptual design, provided that a written
request is submitted to DND via the CA at least two (2) weeks
prior to a suggested meeting date.
Issuance of a formal RFP and subsequent contract award may
follow. The Contractor, as the lowest-priced technically
compliant bidder, would design, manufacture and test the LRS,
providing interface details, integrated logistics support (ILS)
and a technical documentation package (TDP). Each of the four
(4) VCS will require two (2) of each LRS, LRS Container Systems
(plus two (2) spares in total), LRS Cradle Systems and LRS
Release Systems.
