The Department of National Defence has a core requirement to design, develop and deliver a Distributed and Networked System of Multi-functional and Dynamic Sensor, Jammer and Communication Capability. The project code name is MAESTRO. This capability is to consist of a Software Defined Radio (SDR) platform that will support multi-functional capabilities within an integrated and network enabled environment. It will also include development of a Mission Planning Tool based on a man machine interface that identifies, prioritizes, interprets, displays, manages and dynamically reallocates the SDR applications based on mission requirements as dictated by a mission planner.
The requirement also includes Task Authorization component for work that may be required on an “as and when requested” basis for applications to be added to the SDR platform, and Technical Investigations and Engineering Services to support the deployment of the MAESTRO capability.
The period of the contract is estimated to be date of contract award to March 2018. The period of the contract may be extended for the Task Authorization component only by three (3) additional one (1) year periods.
There is a security requirement associated with this bid soliciation and the requirement. Bidders interested in obtaining the complete Request for Proposal must submit a request to the Contracting Authority.
The MAESTRO specifications forming part of the Request for Proposal contains classified material up to the SECRET level. In order to receive the entire Request for Proposal, interested Bidders must provide the following information to the Contracting Authority:

- Email Address
- Industrial Security Program security clearance number
For the purposes of preparing a proposal, Bidder personnel requiring access to CLASSIFIED information and assets must be citizens of Australia, Canada, New Zealand, the United Kingdom and the United States, and must EACH hold a valid personnel security screening at the level of SECRET, granted or approved by the CISD, PWGSC. In performance of a resulting contract, the Contractor personnel requiring access to CLASSIFIED information, assets or sensitive work site(s) must be citizens of Canada, the United States, Australia, the United Kingdom or New Zealand, and must EACH hold a valid personnel security screening at the level of SECRET, granted or approved by the CISD, PWGSC.

Bidders must provide a list of names, or other related information as needed, pursuant to section 01 of Standard Instructions 2003.
For services requirements, Bidders in receipt of a pension or a lump sum payment must provide the required information as detailed in article 3 of Part 2 of the bid solicitation.
This requirement is subject to the provisions of the Agreement on Internal Trade (AIT). This procurement is excluded from the North American Free Trade Agreement under Annex 1001.1b-2, Section 2, and World Trade Organization - Agreement on Government Procurement under Appendix 1, Annex 4.
This requirement is limited to Canadian goods and/or services.
This procurement is subject to the Controlled Goods Program.
Canada retains the right to negotiate with suppliers on any procurement.
