Nature of Requirements:
LETTER OF INTEREST (LOI)

Public Works and Government Services Canada (PWGSC) will be
soliciting bids in the near future for the anticipated
requirements herewith. These projects will be subject to a
mandatory security requirement. The construction activities for
these projects are to be completed by March 2016.

This Letter of Interest (LOI) is not a tender and shall not
result in responses containing prices and delivery information.

PURPOSE OF THIS LOI

The purpose of this LOI is to sponsor interested contractors in
acquiring the level of security clearance required for these
projects.

The LOI is strictly to address the security requirement
associated with these projects and no other request will be
entertained.

OVERVIEW OF PROJECTS

1) Des Allumettes Bridge Replacement Project
Scope of the activities
The general scope of work for the Des Allumettes Bridge Project
is as follows: a) Construct a new bridge close to the existing
bridge; b) Remove the existing structure; and c) Maintain
traffic during construction.

Estimated timeframe for Invitation to Tender
PWGSC should be issuing an invitation to tender in Fall 2013 or
Winter 2014.

2) Structural Rehabilitation Project for the Macdonald-Cartier
Bridge
Scope of the activities
The general scope of work for the Macdonald-Cartier Bridge
Project is as follows: a) Modify the existing structure to
accommodate widened roadways and sidewalks to meet current
Transportation Association of Canada code requirements; b)
Replace the exterior railings and sidewalk with new railings,
wider multi-use sidewalk for use by pedestrians and cyclists,
and roadway lighting; c) Install new traffic barriers; d)
Install new median; d) Seismically retrofit the bridge to meet
current standards; and e) Repair piers/abutments/substructure.

Estimated timeframe for Invitation to Tender
PWGSC should be issuing an invitation to tender in Fall 2013 or
Winter 2014.

3) Timiskaming Dam Complex - Ontario Dam Replacement
Scope of the activities
The general scope of work for the Timiskaming Dam (Ontario
portion) Project is as follows: a) construct a new dam close to
the existing one; b) remove the existing structure; and c) allow
continuing traffic during construction.

Estimated timeframe for Invitation to Tender
PWGSC should be issuing an invitation to tender in Fall 2013 or
Winter 2014.

4) The French River Dam Complex-Big Chaudière Dam Replacement
Scope of the activities
The general scope of the Big Chaudière Dam Project is as
follows: a) Construct a new dam; and b) Remove the existing Big
Chaudière Dam.

Estimated timeframe for Invitation to Tender
PWGSC should be issuing an invitation to tender in Spring 2013
or Summer 2013.

5) Latchford Dam Replacement Project
Scope of the activities
The general scope of the Latchford Dam Project is as follows:
a) Construct a new dam; b) Design the Dam to incorporate the
possible installation of micro-hydro electric generators; and c)
Remove the existing Latchford Dam.

PWGSC should be issuing an invitation to tender in Fall 2013 or
Winter 2014.

6) Timiskaming Dam Complex - Traffic Deck Rehabilitation of the
Timiskaming Quebec Dam
Scope of the activities
The traffic deck of the Timiskaming Quebec Dam is deteriorating
and at risk of having its capacity fall below that required by
the Canadian Highway Bridge Design Code at 42 locations.
Repairs are required to the traffic deck to keep the traffic
decks in a safe operating condition. Construction is to be
completed in the summer of 2013.

The general scope of work for the Timiskaming Dam (Quebec
portion) Project is as follows: a) Install prefabricated steel
brackets beneath the deck at 42 locations identified in the
inspection report; b) At two locations, join the brackets using
a wide-flange steel beam to provide additional stability; c)
Strip the asphalt on the existing deck above the existing
expansion joints, reseal the deck expansion joints, and repave;
and d) Install additional concrete supports beneath the existing
east bent, consisting of a new poured-in-place concrete beam and
support column.

General Contractor with following expertise: bridges including
foundation, reinforced concrete, structural steel bearings and
coating work including approach roadways and electrical works

Trades: Scaffolding, blasting and rock/till excavation, Steel
workers, form setters, carpenters, sheet metal workers,
electricians, painters, underwater inspection, general trades,
etc.

Dam
General Contractor with following expertise: dams including
foundation, reinforced concrete, structural steel bearings and
coating work, mechanical and electro-mechanical works.

Trades: blasting and rock/till excavation, Steel workers, form
setters, carpenters, sheet metal workers, electricians,
painters, underwater inspection, general trades, etc.

SECURITY REQUIREMENT

These projects will be subject to a mandatory security
requirement for the performance of the
Contract as indicated below:

SECURITY REQUIREMENT FOR CANADIAN CONTRACTORS

1. The Contractor MUST, at all times during the performance of
the Contract, hold a valid Designated Organization Screening
(DOS), issued by the Canadian Industrial Security Directorate
(CISD), Public Works and Government Services Canada (PWGSC).

2. The Contractor personnel requiring access to sensitive work
site(s) MUST EACH hold a valid RELIABILITY STATUS, granted or
approved by CISD/PWGSC.

3. Subcontractors which contain security requirements are NOT to
be awarded without the prior written permission of CISD/PWGSC.
