Nature of Requirements:
1. Advance Contract Award Notice (ACAN)
An ACAN is a public notice indicating to the supplier community that a department or agency intends to award a contract for goods, services or construction to a pre-identified supplier, thereby allowing other suppliers to signal their interest in bidding, by submitting a statement of capabilities. If no supplier submits a statement of capabilities that meets the requirements set out in the ACAN, on or before the closing date stated in the ACAN, the contracting officer may then proceed with the award to the pre-identified supplier.
2. Definition of the requirement
The Department of National Defence has a requirement for the supply of 15 licenses of advanced radar prediction and display software. The package must accept various live and static sources and formats of atmospheric data, predict and display, with verifiable validity, the radar performance and expected detection ranges for both individual ships and task groups (including patrolling aircraft and deployed ships’ assets) in varying weather, geography and littoral situations. The user interface must be intuitive yet descriptive; graphs and other information must be exportable to presentation software. The system must be capable of processing andpresenting current task group disposition along the current track and predict ahead on the expected track and disposition of forces. To leverage existing DND expertise, the software must be able to seamlessly import and fully process radar and ESM models created using the Ship Air Defence Model (SADM) export format.
3. Criteria for assessment of the Statement of Capabilities (Minimum Essential Requirements)
Any interested supplier must demonstrate by way of a statement of capabilities that its product meets the following requirements:
The software shall:
a) import atmospheric and mapping data from recognized Canadian sources and international standard formats;
b) directly and seamlessly import and fully process Ship Air Defence Model (SADM) export format models;
c) be capable of caching extremely large volumes of propagation calculations that may be reused by both the prediction tool [itself] and SADM;
d) be capable of importing and processing the full range of RCS signatures in SADM format for all entities in the formation as well as expected threat platforms and systems;
e) produce a composite and simultaneous predicted coverage of all, or a portion of all, radar and ESM sensors for an individual ship or within a task group, including patrolling aircraft and deployed ships’ assets;
f) utilize range and bearing dependent propagation with respects to the effects of atmospherics and land masses on radar performance;
g) produce live, dynamic updates using updated atmospherics and ship’s/task group’s position and composition currently and historically;
h) be able to produce predictions of a ship’s/task group’s radar and ESM coverage in a future position and force distribution; and
i) provide a real-time display and visualization and be able to export reports and graphs directly to presentation software.
4. Applicability of the trade agreement(s) to the procurement
This procurement is subject to the following trade agreement(s)
o Agreement on Internal Trade (AIT)
o World Trade Organization - Agreement on Government Procurement (WTO-AGP)
o North American Free Trade Agreement (NAFTA)
5. Justification for the Pre-Identified Supplier
The supplier selected in advance and identified in section 10, BAE Systems Australia Ltd., is to our knowledge the only supplier meeting all the specifications required in the section 3.
BAE Systems Australia Ltd. presently has a software solution available for purchase. Their software meets the critical criteria listed above in section 3, and directly integrates with Ship Air Defence Model (SADM), allowing seamless integration of SADM Models and Radio Frequency (RF) signatures, minimizing maintenance costs. The vendor solution leverages the previous 15 years of investment and knowledge gained in the Royal Canadian Navy's AAW SADM simulation and allows it to be readily exploited at sea in operational decision support applications.
