Intent:
The intent of this solicitation is to establish a Qualified Supplier List (QSL) comprising of firms capable of providing professional design and technical services related to the delivery of CIPP projects.
Background:
Under the Canadian Government’s Treasury Board (TB) Policy on Government Security, Foreign Affairs, Trade and Development (DFATD) is identified as the lead Department for “arranging and coordinating Physical Security for the Government of Canada employees and assets at Canadian diplomatic and Consular Missions abroad”. DFATD is currently overseeing the Critical Infrastructure Protection Program (CIPP) to upgrade security at Chanceries, Official Residences and Staff Quarters in an international context. The CIPP represents a long-term commitment to improving physical security at Missions by reducing specific risks and enhancing the personal safety of Canada-Based (CBS) and Locally Engaged (LES) staff/employees. Locations identified for CIPP upgrades are determined based on a Departmental priority list.
DFATD has the following objectives in the delivery of CIPP projects:
- to upgrade and enhance physical security at Canadian properties abroad based on assessment and analysis of potential threats and vulnerabilities and the development of strategies to provide appropriate mitigation measures;
- to implement all proposed security upgrades while the buildings remain occupied and operational with minimal impact on Mission operations and staff;
- to ensure all work is designed to the National Building Code of Canada and conforms to all applicable local codes, regulations and standards; and
- to ensure all aspects of physical security are implemented in a manner which, to the extent possible, enhances the property and reflects a positive image of Canada to the world.
The principal elements associated with CIPP physical security projects may include for the design and construction of:
- Perimeter walls and fences;
- Guard houses and pedestrian screening areas incorporating x-ray and metal detection systems;
- Vehicle sally ports incorporating gates, blockers and access controls;
- Mail and parcel screening facilities;
- Building envelope components including walls, windows and doors;
- Electronic surveillance systems including intrusion detection systems and cctv; and
- Site security lighting.
Experience Required:
The Proponent must assign to the Team, key personnel with a minimum of five (5) years of recent experience each in A&E consulting accomplishments based on a minimum of three (3) significant and relevant physical security projects completed within the last five (5) years.
Selected projects must include successfully completed site and physical security work related to embassies, diplomatic properties, government organizations, major institutions or corporations. Project locations may be either within Canada or international.
The Proponent must submit, to a maximum eight (8), Curriculum Vitae for each of the proposed key personnel. Key Personnel must include, at minimum, an Architect and an Engineer. Information on each individual must include:
3.4.1 area(s) of expertise and description of the individuals role on the Team;
3.4.2 relevant professional experience with physical security related projects;
3.4.3 professional accreditation and licenses;
3.4.4 number of years of professional experience;
3.4.5 number of years with the Proponent entity;
3.4.6 Full name, security file number and security clearance level for each key personnel
All proposed key personnel must be cleared to a minimum level of SECRET (or Allied / NATO equivalent) by time of bid closing. Resources other than Key Personnel may be required to hold a valid Canadian Personnel Security screening at minimum of Enhanced Reliability (or Allied / NATO equivalent) by the time of contract award. Specific security clearance requirements for all personnel will be detailed in subsequent solicitations to the QSL, and will apply to any resulting A&E Services Contract. Should a Qualified Supplier not hold the required screening level they may be prohibited from award of contract. .
Selection Process:
The evaluation will be based solely on the content of the responses to this RFEI and any correctly submitted addenda. No assumptions should be made that Her Majesty has any previous knowledge of the Proponents’ qualifications other than that supplied pursuant to this RFEI. The five (5) Proponents with the highest point-rated scores will be selected to establish the QSL. In the case of a tie score, the Proponents will be ranked in order of their point scoring for SR4.2 “Management of the Services”.
In case of discrepancies between this Notice and the Request For Expression of Interest documents, the Request For Expression of Interest documents shall take precedence.
