Community Programs
An advanced contract award notice (ACAN) is a public notice indicating to the supplier community
that a department or agency intends to award a contract for goods, services or construction to a
pre-identified supplier, thereby allowing other suppliers to signal their interest in bidding, by
submitting a statement of capabilities. If no supplier submits a statement of capabilities that
meet the requirements set out in the ACAN, on or before the closing date and time stated in the
ACAN, the contracting officer may then proceed with the award to the pre-identified supplier.
1. Definition of requirement:
The Correctional Service Canada has a requirement to provide Correctional Programs to offenders
living in the Community. The work will involve the following:
1.1 Objectives:
To deliver the Community Maintenance Program (CMP), Women Offenders Self Management Program
(WOSMP), Community Maintenance Program – Integrated Correctional Program Model (CMP-ICPM) and/or
Community Integrated Correctional Program Model (Community ICPM) to federal offenders on various
forms of release.
1.2 Tasks:
The contractor must identify an appropriately qualified employee to attend a two week CMP/WOSMP,
CMP-ICPM and Community ICPM facilitator training in Kingston Ontario. The facilitator must be found
suitable for program implementation upon the completion of training. The contractor must provide a
suitable classroom for program delivery and provide adequate time for the identified facilitator to
prepare, as per CSC requirements, for program delivery, review offender files, interview offenders
and record all necessary data. The program must be delivered as per the schedule identified on
training and each session will be for a duration of 2 hours. Sessions must be delivered according
to pre-established CSC program delivery expectations. The contractor must quickly assess and
interview all new program referrals and videotape program sessions for quality assurance as
dictated by CSC policy. The contractor must provide a suitable learning environment which
consists of a private setting, desks and chairs, an overhead projector, flipcharts and working
materials including handouts and pens and paper for group participants. The facilitator must
case-conference with the Case Management team as required and record required information
according to policy. Upon the completion of the program final reports identifying the impact of the
program on individual participant risk for re-offence must be completed according to policy
requirements and be submitted to CSC within 8 government working days of offender program
completion/removal.
1.3 Expected results:
CSC policy regarding the delivery of Correctional Programs with integrity is adhered to, offenders
are quickly offered the program, risk factors are monitored and information pertaining to risk is
regularly shared with the Case Management team.
1.4 Performance standards:
Correctional Service of Canada’s delivery of treatment programs is governed by:

New referrals will be seen within 2 weeks of the referral being received
Program delivery will occur as per the manual outline (i.e., number of sessions per week) The
program will be delivered with integrity and according to training and policy requirements The
facilitator will submit video-taped sessions for review as per policy.
Final reports will adhere to the report template and be submitted to CSC within 8 government
working days from offender program completion.
Pre and post program data will be submitted as required.
1.5 Deliverables:
The contractor will deliver the Correctional Program to offenders in the community according to the
standard identified in the manual and on training. The contractor will complete a pre-program file
review and interview to determine offender specific risk factors to be addressed in programming.
The contractor will complete Case Work Records and final reports on all offenders according to CSC
policy.
Paper consumption:
a. Should printed material be required, double sided printing in black and white format is the
default unless otherwise specified by the Project Authority.
b. The Contractor must ensure printed material is on paper with a minimum recycled content of 30%
and/or certified as originating from a sustainably managed forest.
c. The Contractor must recycle unneeded printed documents (in accordance with Security
Requirements).
1.6 Constraints: Location of work:
a. The Contractor must perform the work at the contractor's place of business or the programs room
in the affiliated Parole Office is an option for utilization if available and approved by the area
manager.
b. Travel to the following locations will be required for performance of the work under this
contract: Kingston Staff College for a site identified facilitator to attend initial training and
any follow-up training required.
Language of Work:
The contractor must perform all work English.
Security Requirements:
This contract includes the following security requirements:
1. The Contractor/Offeror must, at all times during the performance of the Contract/Standing
Offer, hold a valid Designated Organization Screening (DOS) with approved Document Safeguarding at
the level of PROTECTED B, issued by the Canadian Industrial Security Directorate, Public Works and
Government Services Canada.
2. The Contractor/Offeror personnel requiring access to PROTECTED information, assets or
work site(s) must EACH hold a valid RELIABILITY STATUS, granted or approved by the Canadian
Industrial Security Directorate (CISD), Public Works and Government Services Canada (PWGSC).
3. The Contractor MUST NOT utilize its Information Technology systems to electronically
process, produce or store PROTECTED information until the CISD/PWGSC has issued written approval.
After approval has been granted or approved, these tasks may be performed at the level of PROTECTED
B including an IT Link at the level of PROTECTED B.
4. Subcontracts which contain security requirements are NOT to be awarded without the prior
written permission of CISD/PWGSC.
5. The Contractor/Offeror must comply with the provisions of the:
(a) Security Requirements Check List and security guide (if applicable);
(b) Industrial Security Manual (Latest Edition)
2. Minimum essential requirements:
Any interested supplier must demonstrate by way of a statement of capabilities that it meets the
following requirements:
human behaviour;
individual and/or group settings;
and/or reports.
3. Applicability of the trade agreement (s) to the procurement
This procurement is not subject to any trade agreement.
4. Set-aside under the Procurement Strategy for Aboriginal Business
This procurement is not subject to any set-asides for Aboriginal Suppliers.
5. Comprehensive Land Claims Agreement (s)
This procurement is not subject to a Comprehensive Land Claims Agreement.
6. Justification for the Pre-Identified Supplier
There are a restricted number of qualified service providers in the Ontario region who are willing
and available to provide correctional programs to offenders on conditional release in order to meet
CSC's offender programming needs in the community. The pre-identified suppliers meet the minimum
essential requirements described in this ACAN.
7. Government Contracts Regulations Exception(s)
The following exception to the Government Contracts Regulations is invoked for this procurement
under subsection:
6 (d) only one person is capable of performing the contract.
8. Exclusions and/or Limited Tendering Reasons
The following exclusion (s) and/or limited tendering reasons are invoked under the section of the
trade agreement (s) specified:
This procurement is not subject to any trade agreement.
9. Ownership of Intellectual Property
Canada intends to retain ownership of any foreground intellectual property arising out of the
proposed contract on the following basis:
6.2 statutes, regulation, or prior obligations of the Crown to a third party or parties preclude
Contractor ownership of the Foreground.
10. The period of the proposed contract or the delivery date(s)
Each proposed contract is for a period of 1 year from April 1, 2015 to March 31, 2016 with an
option to extend the contract for 2 additional one-year periods.

13. Suppliers' right to submit a statement of capabilities
Suppliers who consider themselves fully qualified and available to provide the goods, services or
construction services described in the ACAN, may submit a statement of capabilities in writing to
the contact person identified in this notice on or before the closing date and time of this notice.
This statement of capabilities must clearly demonstrate how the supplier meets the advertised
requirements.
14. The closing date and time for a submission of a statement of capabilities
The closing date and time for accepting statements of capabilities is March 18, 2015 at 2:00 PM
EST.
