Nature of Requirements:
This requirement is for "as and when requested" aircraft
operation, based out of the Quebec City Jean Lesage
International Airport (YQB), Quebec, Canada, in support DND R&D
activities.
The Defence Research and Development Canada agency located in
Valcartier, Quebec from time to time, require the use of an
aerial platform to conduct testing and validation of equipment.
Testing is mainly conducted in the Quebec area but may be
anywhere in North America. The contractor must have the aircraft
available up to 2 days before scheduled testing is to begin to
allow DND staff to install test equipment. The aircraft is to be
available in a heated serviced hanger at the Quebec City Jean
Lesage International Airport. The contractor will also have the
aircraft available up to 2 days after scheduled testing days to
allow DND staff to remove test equipment. During installation
and removal activities and during flight testing days, the
contractor must have a qualified AME available and the aircraft
must be stored indoors (heated) overnight. The contractor is to
provide a Piper PA-31 Navajo or equivalent configured in
accordance with the SOW.
Request for services under the Contract will be via a Task
Authorization (Form PWGSC 572).
This bid solicitation uses Portable Document Format (PDF)
technology. To access the PDF form, bidders must have a PDF
reader installed. If bidders do not already have such a reader,
there are several PDF readers available on the Internet. It is
recommended to use the latest version of PDF reader to benefit
all features of the interactive forms.
This requirement does not have security requirements.
The period of the Contract is from Contract award to March 31,
2017 inclusive, with 2 one year optional extensions.
