Summary
A Regional Master Standing Offer for the provision of all
equipment, transportation, labour, supervision, tools and
materials, necessary to rent propane and rough terrain forklifts
and other related equipment without operators to various Federal
Government Departments and Agencies located throughout Alberta
on an "as required" basis.
Research has shown that the Department of National Defence (DND)
is the biggest user of this Standing Offer. DND will use this
equipment to compliment their fleet during peak periods,
military exercises, and to replace equipment undergoing
inspections or repairs. As well, DND may transport the
requested equipment to other locations throughout Western and
Northern Canada.
Forklifts used for the handling of ammunition will be provided
with an earthing strap, spark arrestor and a 4 lb. ABC mounted
fire extinguisher upon request by the Project Authority.
Basis of Selection
An offer must comply with the requirements of the Request for
Standing Offers to be declared responsive. The responsive offer
with the lowest evaluated price will be recommended for issuance
of a standing offer.
However Canada may issue up to seven (7) standing offers as a
result of this request: up to three (3) standing offers for the
Wainwright area; up to two (2) standing offers for Northern
Alberta; and up to two (2) standing offers for Southern Alberta.
The responsive offers with the lowest; second lowest (N.
Alberta, S.Alberta and Wainwright); and third lowest
(Wainwright) aggregate total delivered rental price in each of
the geographic areas identified, will be recommended for
issuance of a standing offer(s).
Period of the Standing Offer
The period of the Standing Offer is three (3) years from
Standing offer issuance and in accordance with the terms and
conditions.

The Crown retains the right to negotiate with suppliers on any
procurement.
