TITLE: Tractor Rental
REQUIREMENT:
The Department of National Defense (DND), CFB 4 Wing Cold Lake,
Cold Lake, Alberta, has a requirement for the rental of one (1)
140 HP [dual 540/1000 HP at the Power Take Off (PTO) minimum]
agricultural tractor, without operator, for grass cutting on a
seasonal basis, on a schedule and on an "as and when requested"
basis and in accordance with the Statement of Work, Annex "A".
Delivery and pick-up of such equipment will solely be the
responsibility of the Contractor.
Firm Requirement Rental Period for Tractor:
April 1st to September 30th for each year of the contract.
"As and When" Requested Requirement for Rental of Tractor:
The tractor rental may be required for one additional month in
October. If the Project Authority determines the need for the
additional rental month, a DND 626 Task Authorization form will
be issued to the contractor ten (10) days prior to September
30th of each year of the contract.
For services requirements, Bidders in receipt of a pension or a
lump sum payment must provide the required information as
detailed in article 3 of Part 2 of the bid solicitation.
SECURITY REQUIREMENT:
The Contractor/Offeror must, at all times during the performance
of the Contract/Standing Offer, hold a valid Designated
Organization Screening (DOS), issued by the Canadian Industrial
Security Directorate (CISD), Public Works and Government
Services Canada (PWGSC).
The Contractor/Offeror personnel requiring access to sensitive
work site(s) must EACH hold a valid RELIABILITY STATUS,
granted or approved by CISD/PWGSC. Until the security screening
of the Contractor personnel required by this Contract has been
completed satisfactorily by the CISD, PWGSC, the Contractor
personnel MAY NOT ENTER sites without an escort.
Subcontracts which contain security requirements are NOT to be
awarded without the prior written permission of CISD/PWGSC.
The Contractor/Offeror must comply with the provisions of the:
(a) Security Requirements Check List and security guide (if
applicable), attached at Annex "C";
(b) Industrial Security Manual (Latest Edition).
CONTRACTOR SELECTION:
A bid must comply with the requirements of the bid solicitation
and meet all mandatory technical evaluation criteria to be
declared responsive. The responsive bid with the lowest
evaluated price will be recommended for award of a contract.
PERIOD OF CONTRACT:
The period of the Contract is from May 1, 2014 to April 30, 2017
inclusive.
