1. PURPOSE OF AN ADVANCE CONTRACT AWARD NOTICE
An ACAN is a public notice indicating to the supplier community
that a department or agency intends to award a contract for
goods, services or construction to a pre-identified supplier,
thereby allowing other suppliers to signal their interest in
bidding, by submitting a statement of capabilities. If no
supplier submits a statement of capabilities that meets the
requirements set out in the ACAN, on or before the closing date
stated in the ACAN, the contracting officer may then proceed
with the award to the pre-identified supplier.
2. DEFINITION OF REQUIREMENT
Leasing of an Electrically Driven Hydraulic Test Stand (HTS) for
use with the CC177 Globemaster Aircraft.
Department of National Defence has a requirement for leasing of
one (1) compliant mobile 4000 PSI electric powered hydraulic
test stand for a period of 12 months. Following is a description
of the technical requirements for the hydraulic test stand that
meets or exceeds all stated requirements of CC177 servicing in
an enclosed hangar.
2.1 BACKGROUND
The Department of National Defence (DND) Canadian Forces (CF)
operates four (4) CC177 aircrafts and must perform both
scheduled and unscheduled maintenance which includes servicing
of the hydraulic systems. This servicing can include checking,
cleaning or cycling the systems so the test stand must be able
to provide hydraulic pressure to accomplish aircraft
requirements but without using the aircraft power or aircraft
hydraulic pumps. To accomplish aircraft desnagging, scheduled
or unscheduled maintenance, these operations require an external
hydraulic test stand capable of duplicating the aircraft systems
pressures and flows. An electrically powered test stand can be
utilized in an enclosed hangar and does not exhaust any
hazardous fumes so technicians can work without using breathing
apparatus. This also eliminates the requirement for opening
hangar doors for ventilation in the winter months or in strong
wind conditions.
2.2 CAPABILITY DEFICIENCY
429 (T) Squadron at 8 Wing Trenton is presently using a diesel
powered hydraulic test stand to perform servicing of hydraulic
systems on the CC177. It is certified for use on the CC177 but
cannot be utilized in an enclosed hangar in accordance with
DND/CF safety measures. An electric powered hydraulic test
stand will allow maintenance functions to be carried out inside
hangars safely and without using aircraft power or aircraft
hydraulic pumps.
2.3 DESCRIPTION OF AIRCRAFT HYDRAULIC SYSTEM
The CC177 Aircraft has four independent, self contained
hydraulic systems that use hydraulic fluid MIL-H-83282. Each
hydraulic system is capable of approximately 60 GPM at 4000 PSI
output, with a return backpressure of 80-85 PSI. The
maintenance procedures on the aircraft hydraulic systems require
hydraulic pressure between 0 PSI and 4000 PSI.
2.4 CONSTRAINT
2.4.1 The proposed test stand shall be "Off-The-Shelf (OTS)" at
the time of lease.
2.4.2 Technical compliance testing with the CC177 Globemaster
hydraulic systems will be required to confirm technical
compliance of the test stand with the CC177 prior to acceptance
of the lease. Compliance testing will consist of performance of
standard preventive maintenance tasks described in the aircraft
technical orders. The compliance testing will be performed at 8
Wing Trenton or as otherwise indicated by DND. DND will make
available a CC177 aircraft for the time period necessary to
perform any required testing, however, the Contractor will be
responsible for providing a sample unit for testing. Trials and
testing will be conducted by Contractor's representation, Life
Cycle Maintenance Manager (LCMM) and Squadron representation.
For the purpose of compliance testing on the CC177, the
Contractor will be responsible for the operation and all aspects
of maintenance support of the test stand. DND will provide the
MIL-H-83282 hydraulic fluid required for testing purpose.
3. CRITERIA FOR ASSESSMENT OF THE STATEMENT OF CAPABILITIES
Any interested supplier must demonstrate by way of a statement
of capabilities that its equipment meets the following mandatory
requirements:
TECHNICAL SPECIFICATIONS
3.1 The test stand must be electrically powered and run on
550/575 VAC 60 Hz.
3.2 The test stand must have dual line, dual pump hydraulic
systems each capable of simultaneously delivering to the
aircraft continuous 4000 PSI operating pressure at flow rate of
30 GPM from each system with a minimum reservoir of 60 US
gallons (227 Liters).
3.3 The test stand must have full adjustable control from 0 -
4000 PSI with the ability to hold the pressure at any setting
between 0 - 4000 PSI. The system should be adjustable in
increments of 1 PSI
3.4 he test stand shall have full adjustable control from 0 - 30
GPM with the ability to hold the flow at any setting between 0 -
30 GPM. The system should be adjustable in increments of 0.5
GPM .
3.5 The test stand must have a return pressure of 80-85 PSI.
3.6 The test stand must maintain the hydraulic fluid temperature
of the systems and sub-systems below +160°F (+71.1 °C) when
operating at the systems' maximum pressures and flow with an
outside ambient air temperature of +125°F (+51.7 °C). The
equipment should be capable of operating in all areas where the
CC177 deploys.
3.7A The test stand must have a built-in hydraulic fluid
purification system to decontaminate the hydraulic fluid from
excess free and dissolved water, particulates and dissolved gas
(air). The fluid purification system must meet or exceed the
operational limits for fluid contamination of the fluid
purification system described in C-05-010-012/AM-000 - Hydraulic
System Contamination Causes and Control, Section 6, paragraphs
4A and 4B. DND reserves the right to confirm, through the
Quality Engineering Test Establishment (QETE), that the proposed
hydraulic fluid purification system meets this requirement.
Hydraulic fluid purification system that may have received prior
approval by QETE for use on aircraft will be deemed acceptable.
3.7B The test stand must filter particles to 3 microns absolute.
3.8 The test stand must be able to operate with test medium
MIL-H-83282.
3.9 The test stand must be equipped with two (2) thirty (30)
foot maximum X minimum one (1) inch pressure hoses and two (2)
thirty (30) foot maximum X minimum one and one-half (1 ½) inch
return hoses with quick disconnect fittings which must mate with
the CC177 hydraulic ground connections aircraft pressure line
quick disconnect P/N AE86737M (alternate 7D0241-24N) and suction
line quick disconnect AE86727P (alternate 7D0241-24N).
3.10 The test stand must have an electrical cable to connect to
hangar power of 120 feet long minimum. The connector is a 4
conductor Posi-lok connector.
3.11 The test stand must have a four (4) wheel chassis and a
fifth wheel style steering system with integrated parking brake
with tow hitch for type of ball or hook on tow vehicle.
3.12 The test stand must have a built in real-time fluid
analysis capability for particle counts IAW ISO 11171, and water
content readout in PPM.
3.13 The test stand must be capable of reducing pressure
fluctuations by 1% or by 40 PSI
3.14 The test stand must be capable of testing all CC177
hydraulic systems meeting all maintenance requirements without
the use of aircraft power or hydraulic pumps. This requirement
will be confirmed on aircraft IAW para 5.2.
MAINTAINABILITY
3.15 Upon lease agreement, a complete test stand maintenance
manual and detailed maintenance inspection table shall be
provided by the Contractor. The maintenance inspection table
shall be broken down as per equipment requirements (i.e.: daily,
weekly, monthly, yearly inspections) detailing every item that
must be inspected, replaced or lubricated. Also all inspections
that must be done at R&O facilities shall be listed.
3.16 The Contractor shall provide initial introduction, system
use and concept of operation prior to commencement. Initial
cadre operator training shall be provided by the Contractor,
complete with manuals and all technical data required, to
operate and to maintain the equipment for the duration of the
lease. Six Squadron Aircraft Maintenance Technicians shall be
trained in first line maintenance. Should 2nd line maintenance
be required on the test stand during the lease period, and if it
is agreed that this maintenance will be carried out by DND, the
Contractor shall then be responsible to provide the training to
DND at no additional cost.
3.17 Repairs and maintenance to the equipment resulting from
normal wear and tear occurring through the proper use of the
equipment shall be the Contractor's responsibility at his own
expense during the term of the lease. It is DND's intent to be
responsible for first line maintenance of the leased equipment.
Additional maintenance requirements over the lease period shall
be negotiated at the time of the lease.
4. APPLICABILITY OF THE TRADE AGREEMENT(S) TO THE PROCUREMENT
This procurement is subject to the following trade agreement(s):

5. JUSTIFICATION FOR THE PRE-IDENTIFIED SUPPLIER
L-3 Communications CMRO, Trenton Ontario is the only known
leaser of the Hydraulic Test Stand meeting the above
specifications as well as meeting the required availability of
the rental equipment and its support.
6. GOVERNMENT CONTRACTS REGULATIONS EXCEPTION(S)
The following exception to the Government Contracts Regulations
is invoked for this procurement under subsection 6(d) - "only
one person is capable of performing the work".

8. THE PERIOD OF THE PROPOSED CONTRACT
The proposed contract is for a period of one year from date of
Award.
Canada retains the irrevocable option to extend the period of
the Contract by up to two (2) additional one-year long
extensions to this initial contract period, at Canada's
exclusive discretion.
