4 Canadian Division Support Base requires temporary, on-site accommodations and support facilities for up to one-hundred and fifty (150) personnel tentatively during the months of April to August 2019, possibly continuing for up to a three (3) year period.

At a minimum, the facilities must have the following features:

  • Accommodation based on one to twelve (1-12) persons per room;
  • One securable (via combination or key lock) locker or wardrobe for every bed;
  • A total minimum of fifteen (15) male and four (4) female lavatories with showers total on the site;
  • Electricity, running water, and sewage;
  • Laundry facilities are desirable; and
  • Climate control (heating/air conditioning) is not required but is desirable.

Facility must be built and ready to accept utilities. Facility must be set up and maintained by the company during the duration on location. If maintenance is not possible by the providing company it is to be outsourced and/or contracted. The facilities must be flexible to either run off of the locations current utilities grid with minimal setup needed or by other means. Should the accommodations be hooked into DND infrastructure, that infrastructure must be maintained and serviced by DND.

Canada is requesting the following information:

1.Their comments or concerns regarding how the requirements could be satisfied;
2.Diagrams of facility options;
3.Description of facility options;
4.Estimated costs;
5.Estimated time-frame required for set up and removal;
6.Site-specific or infrastructure requirements for set-up and operation (i.e. generators, line hookups, water, and wastewater).
7.Where applicable, alternative recommendations.

Respondents are also invited to provide comments regarding the content, format, and/or organization of any draft documents included in this P&A. Respondents should list and explain any assumptions that they make in their responses.
