Requirement

Canada has a requirement for services of a Contractor to provide
interface software for the Machinery Control Trainer (MCT) and
the Submarine Control Trainer (SCT) located at Canadian Forces
Base (CFB) Halifax.

Contract Period

The Contract Period shall be eight (8) months from Contract
Award.

Mandatory Technical Criteria

The Bidder must provide in the Bid:

Experience

The resumes of two (2) key personnel proposed by the Bidder to
perform the Work. Each resume must include work experience
referenced to demonstrate each individual's proven work
experience of no less than 5 years within the last 10 years for
integrating software systems similar to the Work described in
the SOW, provided herein at Annex A. One of the two key
personnel must, as a minimum, demonstrate applicable project
management experience. The other key personnel must, as a
minimum, demonstrate applicable software engineering experience
including software design, development, testing and integration.
The Bidder must provide complete details as to where, when
(month and year) and how (through which activities) the stated
experience was obtained.

A detailed example of a past project where the Bidder has
successfully interfaced and integrated software systems of
similar complexity to the work described in the SOW, for
shipboard applications within the last five (5) years. The
example must include adequate detail for comparison against the
work detailed in the SOW provided herein at Annex A.

SOW

A Project Management Plan (PMP) in accordance with the SOW DID
PM-01, version to be labeled 00, which clearly demonstrates the
delivery timeline for completion of the MCTSCT-IS on or before
the delivery date specified herein at Part 6, Article 4.
Bidders are to provide a WBS to level 3 in the PMP draft only
for the purposes of evaluating the Bid. This PMP must also
clearly demonstrate how the Bidder intends to meet the
requirements of the SOW. Note: The WBS, as a deliverable
during the contract phase, is not expected to be limited to
level 3 and will be considered the first draft of the DID that
will be revised and resubmitted by the Contractor as necessary
as a deliverable under the resultant contract, if applicable.

A letter of intent from the Original Equipment Manufacturer
(OEM) Thales Inc., to supply the Bidder with the necessary
software design documentation and software source code required
from the OEM of the Victoria Class Submarine Trainers to design,
develop, test, integrate and Set To Work (STW) the MCTSCT-IS.

Delivery Date: Above-mentioned

The Crown retains the right to negotiate with suppliers on any
procurement.
