LETTER OF INTEREST
SSTRM Technology Network Working Groups.
1.0 Purpose
The purpose of this Letter of Interest (LOI) is to inform
Industry, Academia and Government personnel of two different
working groups to address future technology requirements for
dismounted soldiers. The result of this LOI will be a list of
suppliers, academics and government personnel that will be
invited to open forums.
The Canadian Association of Defence and Security Industries
(CADSI) has created a Technology Network Steering Committee.
This committee, in conjunction with the Soldier System
Technology Roadmap (SSTRM) Management Office, wishes to consult
with Industry, Academia and Government personnel in order to
share ideas on future growth in (1) Power Generation and (2)
Integrated Clothing System.
This LOI is not a call for Tenders or a Request For Proposal. No
agreement or contract will be entered into, with any person or
entity, based solely on this LOI. The issuance of this LOI is
not to be considered in any way a commitment by the Government
of Canada or as authority to potential participants to undertake
any work that could be charged to Canada. This LOI is not to be
considered as a commitment to issue a Request for Proposal or
award contract(s) for these projects.
2.0 Background
The continued networking and partnerships established amongst
the various participants from industry, academia and government
during the development of the SSTRM Capstone Report and Action
Plan is key to the ongoing and future success of the SSTRM. The
Technology Network, led by CADSI and supported and actively
participated in by the Department of National Defence (DND), has
been developed to support this endeavour.
There are two parts to the Technology Network: a Steering
Committee to manage the Technology Network, and specialized and
focused Working Groups that are formed as required in order to
address areas of key interest such as future planned Capital
Projects, capability deficiencies or SSTRM implementation
activities. The Working Groups are national in scope, and open
to industry, academia and government. They will be disbanded
when their aims have been achieved.
The first two Working Groups are now being formed. The first
Working Group, in the Power/Energy domain, will focus on Power
Sources (Fuel Cells) and Power Generation (Energy harvesting
technologies). Power and energy on the dismounted soldier is a
key technical domain with many associated challenges and an
enabler for all five (5) NATO soldier system capabilities. The
aim of this Working Group is to recommend ways of increasing the
capacity to generate electrical power in the field, and also to
identify and promote energy harvesting technologies.
The second Working Group concerns multi-layer, integrated
operational clothing for the soldier. The Canadian Army soldier
is in need of a fully integrated clothing solution allowing
him/her to be able to operate in all climatic zones (-57 to +40)
and in all weather conditions.
Each Working Group will have a Chair, identified by the SSTRM
Steering Committee, who will be responsible for organizing and
running the Group. The format for meetings of the Working
Groups would be very similar to the Workshops in the SSTRM's
Development Phase. There would be presentations by DND
highlighting key needs and upcoming opportunities; presentations
from industry/academia highlighting private sector capabilities
and alternatives; breakout discussions between industry,
academia and government players; and where possible, work on
ever-greening the Capstone Report and Action Plan.
