This requirement is for: The Correctional Service of Canada (CSC), National Headquarters (NHQ) - Institutional Reintegration Operations (IRO)

Trade agreement: This procurement is not subject to any trade agreement.

Tendering procedures: All interested suppliers may submit a bid.

Competitive Procurement Strategy: lowest priced compliant bid.

Set-aside under the Procurement Strategy for Aboriginal Business: This procurement is not subject to any set-asides for Aboriginal Suppliers.

Comprehensive Land Claim Agreement: This procurement is not subject to a Comprehensive Land Claims Agreement.

Security Requirements: This contract includes security requirements.

Nature of Requirements:

The following is a summary of the statement of work for this requirement.

Correctional Service Canada (CSC), as part of the criminal justice system and respecting the rule of law, contributes to public safety by actively encouraging and assisting offenders to become law-abiding citizens, while exercising reasonable, safe, secure and humane control. CSC is the federal government agency responsible for administering sentences of two (2) years or more imposed by the courts.

The Correctional Service Canada has a requirement: In accordance with Commissioner’s Directive 708 paragraph 10(g), consistent with paragraph 4(e) of the Corrections and Conditional Release Act (CCRA) whereas “the Service facilitates the involvement of members of the public in matters relating to the operation of the Service”.

Objectives:

1. CSC has a requirement for an External Member for the National Advisory Committee (NAC) for the Special Handling Unit (SHU).

2. The Contractor’s resource must provide an external advisory service as a member of the SHU NAC. The SHU NAC’s purpose is to make recommendations to the Senior Deputy Commissioner (SDC) regarding placement of offender(s) in the SHU.

3. CSC’s National Advisory Committee (NAC) meets approximately six (6) times a year, to review cases of offenders incarcerated at the SHU.

4. The Contractor's resource must support the CSC Project Authority on an “as and when requested” basis, with the issuance of a TA, by providing services which include, but are not limited to the following; and will be specified in each resulting TA.

a. Participate in CSC’s SHU reviews;
b. Participate in inmate interviews with other members of the NAC;
c. Participate in NAC Administrative meetings;
d. Provide recommendations and comments to the NAC and SDC or his/her delegate with regards to admitting, transferring or keeping offender(s) in the SHU; and
e. Provide comments on the SHU annual report.

Deliverables:

The deliverables associated with the services include but are not limited to the following:

1. Provide verbal recommendations to the SDC with regards to admitting, transferring or keeping offenders in the SHU; and
2. Verbal comments on the SHU Annual Report.
3. Periodic Usage Reports as per Article 2.1.4 of the Contract clauses.

Expected Delivery Date:

The Work is to be performed during the period of one (1) year following contract issuance.

The Contractor grants to Canada the irrevocable option to extend the term of the Contract by up to three (3) additional one (1) year periods, under the same conditions.
