Trade Agreement: Agreement on Internal Trade (AIT)
Tendering Procedures: The bidder must supply Canadian goods and/or services
Competitive Procurement Strategy:
Comprehensive Land Claim Agreement: No
Nature of Requirements:
1. TITLE:
MODELING AND EXPERIMENTAL SUPPORT FOR DETECTION OF LINEAR CONDUCTORS
2. SECURITY:
There is no security requirement associated with the requirement.
3. REQUIREMENT:
Defence Research and Development Canada (DRDC) - Suffield Research Centre has a requirement for research services for the modeling and experimental support for detection of linear conductors. There is a military and commercial need to detect and locate buried linear conductive objects such as wire, pipes, rods, geological formations, etc. An ongoing research program exists at DRDC which seeks to understand the physical phenomena underlying electromagnetic scattering from linear conductors. This is carried out through various experimental and theoretical means. The intent of this contract is to secure technical expertise to conduct a variety of experiments and/or theoretical analyses in support of this research program. The ultimate goal is to augment the understanding of operation and efficacy of command wire detection technology. The ability to sense scattered fields at a significant distance from the scatterer (>10 m) would be very advantageous. While several previous contracts have sought to detect or sense from man-portable systems, the focus will shift to the investigation of sensing of scattered fields from vehicle and airborne platforms.
To qualify a bid will have to consist of no less than 80% of goods and/or services of Canadian origin.
Bids transmitted by facsimile will be accepted.
4. EVALUATION AND SELECTION:
Evaluation: Mandatory and point rated technical evaluation criteria are included in Annex "G" of the solicitation.
Contractor selection: The responsive bid with the highest number of points will be recommended for award of a contract, provided that the total evaluated price for the Sample Task Authorization does not exceed the budget available for this requirement.
5. OWNERSHIP OF INTELLECTUAL PROPERTY:
Any intellectual property arising from the performance of theWork under the Contract will vest in Canada.
6. PERIOD OF CONTRACT:
It is anticipated that any contract will be effective from date of contract to 2019-03-31.
