MODELING DILUTED BITUMEN BEHAVIOUR

Background:
The Centre for Offshore Oil, Gas and Energy Research (COOGER),
Department of Fisheries and Oceans (DFO), is mandated to conduct
oil spill research for the purpose of assessing the transport
and fate of dispersed oil under realistic oceanographic
conditions, for evaluating and developing countermeasure
technologies for oil spill response, and for providing advice to
stakeholders on best practices for regulating oil spill
prevention and response.

COOGER's research includes conducting experiments in a wave tank
facility at the Bedford Institute of Oceanography in Dartmouth,
Nova Scotia, to assess the effects of mechanical and chemical
oil dispersion under various energy regimes (i.e. forces
generated by different types of waves and current velocities).
COOGER is currently studying the transport and fate of diluted
bitumen (dilbit) in simulated sea states and environmental
conditions. The research includes experimentation, analysis and
validation of laboratory-scale studies, assessment of the
physical and chemical properties of oil resulting from
meso-scale experiments (including weathering processes), and
evaluation of the efficacy of currently available oil spill
countermeasures (e.g. chemical dispersants and oil-mineral
aggregates) and their influence on natural weathering processes.
Included in this is a requirement to undertake complex
numerical hydrodynamic modeling of the fate and behaviour of
dilbit during meso-scale (wave tank) experiments, and to
translate information derived from the wave tank to large-scale
(i.e. 'real world') oceanographic/spill conditions.

Requirement:
The Department of Fisheries and Ocean, COOGER, requires a
Contractor to provide specific expertise in hydrodynamic
modeling of the behaviour and fate of diluted bitumen as derived
through wave tank experiments through various work tasks on an
as and when requested basis.

The Contract will be a Task Authorization Contract.

The Contract period will be 1 year with 3 option years.

There is no security requirement associated with this
requirement.

The requirement is subject to a preference for Canadian services.

Applicable Trade Agreements: Agreement on Internal Trade (AIT)
